Book Poor Relief in North Carolina Classic Reprint

Download or read book Poor Relief in North Carolina Classic Reprint written by Roy Melton Brown and published by Forgotten Books. This book was released on 2018-03-19 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Poor Relief in North Carolina The poorhouse of the early days Of-the State's history to a very much greater extent even than the county home of today, was the dumping ground for all the misfits of society. It was the direct descendant of the old Eng lish workhouse. It was maintained quite as much for the purpose of dis posing of certain undesirable classes of the population as of caring for the indigent. The first attempt at legislation for poor relief in North Carolina was a bill introduced in the Colonial Assembly, April 7, 1749, designated a bill for the relief of the poor and the prevention of idleness. Likewise the first law enacted by the Colony, 1755, provided for the restraint of vagrants as well as for making provision for the poor. Since vagrants and other minor Offenders, able-bodied people, were to be sent to the poorhouse-s, which were gradually provided in the various coun ties, it was wisely decided that the able-bodied inmates. Should contribute to their own support. The most natural thing in the early days of the State was to decide that this could be best accomplished by putting these inmates to work on the farm. It became the custom, therefore, to place the poor house ou a farm and to expect it to be largely self-supporting. There is little reason to believe that these farms, except perhaps in rare instances, were ever successfully operated. 'often the determining factor 'in securing land for the poor farm was that a large number Of acres could be purchased for a small sum of money. Often the land selected was unde sirable for farming because of its lack of fertility, or its inaccessibility, or both. The management, both from the point of View of equipment and of supervision, was usually as unintelligent as the purchase. The population Of the county home has change-d. Vagabonds and rogues are still sent to the county poor farm, but not in so great numbers as for merly. Children are not found in nearly so great numbers as was once the case. The violent insane and the epileptics have in large measure been provided for. A beginning has been made toward State care for the feeble minded. But the poor farm remains. Practically all the county homes in the State have considerable farms, or at least areas of land, attached. As shown by a careful census made in 1922, Of the ninety-four counties owning poor farms only six counties - Beaufort, Carteret, Dare, Hyde, Pasquotank, and Tyrrell - have holdings of less than twenty-five acres. Eight others Craven, Lenoir, Madison, Moore, Richmond, Robeson, Wilson, and Yancey report acreages ranging from twenty-five to fifty. Twenty-nine counties have farms of from one hundred to two hundred acres; twenty counties, of from two hundred to four hundred acres; and nine, of more than four hundred acres. Within the last two years Alamance, Chatham, Vance, Nash, and Halifax have built new homes on reduced acreages. Book The James Sprunt Historical Publications Vol 12

Download or read book The James Sprunt Historical Publications Vol 12 written by J. G. De Roulhac Hamilton and published by . This book was released on 2015-07-22 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The James Sprunt Historical Publications, Vol. 12: Published Under the Direction of the North Carolina Historical Society Their history, like that of events generally in the colony, shows that the people of North Carolina, when occasion demanded, were quite given to force and violence, though not mere lawless rioters who loved strife for strife's sake, and preferred violence to peaceful measures. On the contrary, there was much method in their madness, and cool, deliberate system in their force. The salient points that strike the student, in an examination of their precedents, with more force than any others, are: (1) That North Carolinians, from their earliest days, relied upon the known and unchanging texts of written laws without any deviations, and not like their English ancestors, upon unwritten law with its corollaries and incidents, always more or less uncertain and varying, and always more or less flexible. "Our charter still exists," was their slogan from the start to finish, from the first Royal Governor to the last. In the face of the first they flung their charter as the supreme law of the land to which all other things, animate or inanimate, must yield, and so it was with the others, one after another, until not even a shadow of Royal Government was left in North Carolina. (2) That whenever, in their opinion, speech had been exhausted, and action was necessary, they did not hesitate to use violence to prevent infringements upon their rights, real or fancied. Few colonies could show a more consistent discontent, more bitter party feeling and personal hostility than did North Carolina. Even more than its neighbors it suffered from foolish laws and injudicious instructions, as well as from bad governors. To the rulers in England and to the Board of Trade it must have seemed a hot-bed of bickering and discontent, yet were the full truth known, as it cannot be for the lack of indisputable evidence, it might be seen that this discontent was due to the attempts of a body of poor but honest settlers to get the most of the circumstances in which they were placed, despite the policy of the rulers in England and the self-seeking activities of their appointees. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Sketches of North Carolina I have the usual to offer for the publication of this little volume. It will sufficiently appear, by both the matter and the style, that it was not originally intended to assume this shape. When my friend Mr. Hope first solicited me to write something for his journal, I consented only on condition that he would accept such papers as I might be able to prepare in the midst of the wearisome and unending duties which devolve upon a country lawyer. He was pleased to say that he preferred such spontaneous productions to more studied and elaborate essays, as being better adapted to the columns of a daily newspaper. Thus encouraged I began the task, selecting, naturally and almost instinctively, North Carolina as my theme. The sketches were written under most unfavorable circumstances; many were penciled off at night after a fatiguing day of labor in the court-house, and others whilst on the circuit, without books of reference, and sent immediately off to the editor. My professional brethren, at least, will appreciate the tread-mill existence from which they sprang. After a few numbers were published, Mr. Hope surprised me very much by copyrighting the series, and informing me of his wish to publish in book form. To this I yielded reluctantly. I was conscious of their defects, of their careless manner of preparation, of their scattered and disconnected order; and yet worse, I did not have leisure to rewrite, correct, or add to them. Still I yielded to Mr. Hopes wish, and although the success of the enterprise is of course entirely problematical, I do not, and shall not regret the attempt. This book was released on 2017-10-30 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Public Welfare: July 1, 1966-June 30, 1968 In a further effort to explode some of the myths about poverty and its relief, a program of visitation to clients, Come Visit with Us, is being instituted in the counties. Through this program community leaders are invited to accompany county welfare department caseworkers on their visits to recipients and then to participate, with other visitors, in a discussion of what they have seen, to ask questions, and to make suggestions. During this time the State Board authorized two significant studies to be used as a basis for action in the two areas concerned. The first was a study by the Research Triangle Institute Of the actual operating costs in this state Of homes for the aged and nursing homes in order to have a more accurate base for arriving at payments for recipients in these homes. This was the first such in-depth study of these costs in the country. The second study, also done by the Research Triangle Institute, was an effort to locate all day care centers in the State. While the State Board has been licensing day care centers on a voluntary basis for 42 years and also provides them consultation services, there was no means of knowing about unlicensed facilities. The increased demand for and emphasis on day care underscored the importance of this study. It revealed that in January 1968, 965 such centers were providing full day care for six or more children, ap proximately one-third of which were provided consultation services and voluntary licensing by the public welfare department. Originally appointed by the inhabitants of the City of New York, with full discretionary power to devise efficient measures for the relief of the starving poor of Ireland, to collect and transmit funds and provisions, and to do such other acts as they might from time to time think expedient, they were soon invested with similar authority by thousands of benevolent individuals, and various associated bodies, (throughout the length and breadth of our land, ) until at last from being the representatives of a single City, they became the almoners as will appear from the contributions they now acknowledge, of large numbers of their fellow countrymen in the states of Connecticut, Massachusetts, Vermont, New Hampshire, New York, New Jersey, Pennsylvania, Maryland, Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Kentucky. This book was released on 2017-10-30 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1930 to June 30, 1932 Necessarily, progress in any public movement is slow. For this reason, we feel gratified that the social program in North Carolina has been carried forward to the extent we have witnessed in the past two years. Changing economic conditions in this country have produced violent social maladjustments in recent years. Millions of people have been thrown out of employment. Deprived of the privilege of earning their daily bread, they have turned to organized charity for aid in their distress. Thus it has happened that social work has taken on a new importance. It has served as the safety valve, as it were, for the country. Its responsibilities have increased many times as new clients have appealed for help. The people who have continued to draw sustaining incomes have been aroused to a new social consciousness. Aware of their duty as their brother's keeper, they have given generously of their means. Usually they have turned to organized charity to serve as intermediary between the public and the poor. Some times they have dispensed their own relief, whether or not this was a wise procedure. This book was released on 2018-02-04 with total page 786 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Frank C. Brown Collection of North Carolina Folklore, Vol. 2: Folk Ballads From North Carolina This continuity will strike every reader and perhaps raise a critical question as to the editorial principles of inclusion in the present volumes. One answer has just been suggested. The other is more practical. Dr. Brown and his collaborators were still in the early stages of collecting; sifting was to follow. The General Editor, no doubt out of deference to Dr. Brown's methods, passed all the material on, as he has explained, to the Associate Editors, with responsibility to treat it as their judg ment should dictate; and the Associate Editors, probably also out of deference to their predecessors, have sometimes applied the principle of exclusion with reluctance. And the present writer, last in succession, has in turn deferred to precedent as having neither authority nor competence to decide against his betters. The reader may therefore be grateful with the Psalmist, and also remember the words of another Teacher: Give, and it shall be given unto you; good measure, pressed down, and shaken together, and running over. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Popular Government, Vol. 27: October 1960 The best sources for laws passed by the Colonial and State Legislatures in the years before 1791 are volumes 23, 24, and 25 of The State Records of North Carolina, issued in the years 1905 and which are part of a 27-volume series entitled Colonial and State Records of North Carolina. The three volumes contain all the laws for the period mentioned which were ex tant in 1905. Basic sources were the State Archives in Raleigh and the British Archives in London. Chief Jus tice Walter Clark, editor of the three volumes, notes with satisfaction that the collection contains a nearly complete body of the laws from 1715 through 1790. A supplement at the end of volume 25 contains laws which were not available at the time the first volumes went to press. The index to these volumes is ex tensive and seems to be excellent, at least so far as a search for laws concerning particular cities or counties is 'concerned. It appears that. An index entry was made every time the name of a city or county was mentioned or appeared in the text for any reason. Laws of North Carolina, a compila tion of laws in effect in 1791, which was made by James Iredell, contains local legislation only if it changes county boundaries, and is far inferior to the Clark volumes as to public laws, in spite of the reputation of its editor, who, at the time of the compilation, was an associate justice of the United States Supreme Court. The index is topical only. Martin's Private Acts, compiled by Francis X. Martin in 1794, purports to contain all private acts passed in the years 1715-1790 which were still in force when the compilation was made. The index is very poor, consist ing of only 12 major topical headings with alphabetical entries under these headings. A check with the three vol umes of the State Records discloses that they contain all acts which ap pear in this volume. Because of the better index and the modern print, the State Records volumes are a bet ter source for these early private acts.
