Book Pool 3 Upper Pool 4 Channel Management Study Mississippi River 9 Foot Channel Project Channel Management Program

Download or read book Pool 3 Upper Pool 4 Channel Management Study Mississippi River 9 Foot Channel Project Channel Management Program written by and published by . This book was released on 2001-06-01 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study was to evaluate channel management in pool 3 and upper pool 4 on the Mississippi River. The study area is from the head of Lake Pepin upstream to Look and Dam 2 at Hastings, MN. A lateral current problem below Lock and Dam 2 might be solved by extending the lower guard wall, but this would need further study. Shoaling problems were identified in the Big River reach, and shoaling and associated channel maintenance requirements are needed at river miles 799-803. Restoration of 4 wing dams at river mile 805 is recommended to reduce shoaling. Fish habitat benefits will be achieved through notching 18 wing dams and partial removal of another. The notches are designed to promote the formation of scour holes and channels to improve bathymetric diversity. Construction of a new spot dike at Carter Slough (river mile 807.3) is recommended to prevent habitat degradation occurring as a result of a bypass of the existing spot dike, and to assure the long term integrity of pool 3.

Download or read book Managing Flood Risk written by Anna Serra-Llobet and published by Springer. This book was released on 2018-03-31 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The past half century has seen an evolution in thinking from ‘flood control’ to ‘flood risk management’, recognizing that risk results from both hazard and vulnerability. Rather than rely only on engineering structures to reduce flood magnitude or extent, recent policies emphasize avoiding construction in flood-prone areas (or moving people from floodplains), reducing impacts on exposed populations through early warning systems, and insurance to aid in recovery. Implementing this new approach faces many challenges but also offers opportunities for synergies, as described in this book for a range of large floodplain rivers and smaller urban streams across North America and Europe. This book is unique in presenting the voices of those on the front lines of implementing a new paradigm in flood risk management, each river with a unique set of challenges and opportunities derived from its specific geography as well as differences in governance between the American and European contexts.

Book Inland Navigation System Planning

Download or read book Inland Navigation System Planning written by National Research Council and published by National Academies Press. This book was released on 2001-04-30 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens. The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.
