This collection of papers derives from the multidisciplinary workshop of young researchers which took place in Louvain-la-Neuve on 11-13 June 2003. It is based on actual case studies in the sectors of transport, data-processing and telecommunications between the 1950s and the 1980s. It analyses the long and difficult process for those involved in building «expertise» in the new field of an integrated Europe. At the same time as firms discovered the importance of influencing the decision-making process at work, they were given a place in this participative process. This new role implies the accumulation of enlarged technical competencies and the multiplication of contacts with other economic actors. Together, they have taken part in the demarcation of the Community framework, through the elaboration of technical standards, tax harmonisation, state aids regulation, and so on, and have defended their interests in this framework as best they could. This could provoke strong opposition, which was difficult to overcome. In this case, a process of learning and understanding was necessary on both sides in order to advance Community harmonisation.

Since the advent of the recent economic crisis, the EU’s choices about the euro, debt ratios and interest rates have caught the headlines and highlighted the importance of EU decision-making arenas. However, these macro-economic events actually tell us only part of the story about the extent to which business activity is now governed at a European scale. Based upon original research on four manufactured or processed goods industries (cars, wine, pharmaceuticals and aquaculture), and driven by theory that is constructivist, institutionalist and sociological, this book sets out to analyse just what Europe governs, by whom and why. In doing so, it reveals three recurrent features of the European government of industries: its omnipresence, its incompleteness and its de-politicization. The authors show that the many gaps in the EU’s mode of governing industries stem from struggles over economic doctrine as well as the continued unwillingness of many actors to accord the EU a legitimacy to act politically in the name of industrial government. This book will be of key interest to scholars and students of European Studies and Political Economy as well as those studying Political Science, Economics, Sociology and Business Studies.

In Resisting Protectionism, Helen Milner analyzes the growth of international economic interdependence and its effects on trade policy in the United States and France. She argues that the limited protectionist response of the 1970s stems from the growth of firms' international economic ties, which reduces their interest in protection by increasing its cost. Thus firms with greater international connections will be less protectionist than more domestically oriented firms. The book develops this thesis by examining the international ties of export dependence, multinationality, and global intra-firm trade. After studying selected U.S. industries, Milner also examines French firms to see if they respond to increased interdependence in the same way as American firms, despite their different historical, ideological, and political contexts.
