Et le mouvement s’est encore amplifié récemment avec la sixième réforme de l’État, qui a confié aux instances régionales de nouvelles compétences (bail d’habitation, bonus logement, …). C’est dire si un ouvrage dédié spécifiquement aux politiques du logement menées par les Régions s’indique. Dans ce cadre, Bruxelles occupe une place à part. Région-Capitale, elle cumule les difficultés en effet : bâti ancien, loyers et prix de vente plus élevés que dans le reste du pays, moyenne de revenus des habitants plus faible en revanche, accroissement démographique important, réserves foncières quasiment épuisées, taux de vacance immobilière élevé, etc. Aussi, il a paru instructif d’étudier de près l’architecture normative déployée par la Région bruxelloise en vue de relever ces défis. Dans une ambition tendant à l’exhaustivité, tous les volets ou presque ont été analysés : insalubrité, inoccupation des logements, habitat social, accès à la propriété, parc locatif des communes et CPAS, agences immobilières sociales, aides et primes, règles anti-discrimination… sans oublier le droit au logement.

Book excerpt: Just how International and European Community Law is being integrated into domestic legal systems is as yet not too well known. To gain a clear overview of this grey area requires more than knowing about the various constitutional rules. What is also needed is a study of little-known administrative practices and the attitudes of the national courts, where case-law is often as complex as it is diverse. When all these elements are taken into account, the general picture that emerges is a much more subtle one, transcending the classical positions based on the theories of monism and dualism. To grasp this reality and go beyond preconceived ideas, it seemed indispensable to make a thorough analysis of national practices. To this end, the International Law Centre of the University of Paris XIII (Cedin Paris XIII) took the initiative, in 1990, of setting up a network of European international lawyers to work on the theme International norms and legal barriers'. This book presents the outcome of the network's programme. The research was organized on the basis of a single questionnaire which provided the outline of a common workplan, to which each of the contributors has adhered. Detailed comparisons of national practices can now be made, relating in particular to international treaties, acts of international organisations and of the European Communities, and to unwritten international law. This is the first time that such a comprehensive and detailed survey has been made of all thirteen countries. Reading the national reports one after the other provides complete information on domestic practices; reading them crosswise gives a direct comparison between the different countries on specificissues.

Book excerpt: If a city based its planning decisions on the needs of an international bureaucracy rather than on the traditional needs of local residents and businesses, how would that city change? Alex G. Papadopoulos addresses this question with a detailed study of how the nineteenth-century quartiers of Leopold and Nord-Est in Brussels have been transformed materially and functionally since the European Communities decided to locate their administrative headquarters there in 1957. Drawing on game and rational-choice theories, spatial analysis, and urban morphology studies, Papadopoulos analyzes how the landscape of Brussels's center has evolved over the last three decades under the influence of successive coalitions of local and foreign elites. He describes how international real-estate developers form ephemeral, flexible, and specialized regimes of cooperation with governmental organizations at all levels and with special-interest lobbies to carry out major urban projects, while local neighborhood groups, conservationists, and political factions such as the Green Party oppose them with qualitatively similar regimes of resistance.
