Cet ouvrage part du constat qu’une conception actuellement dominante de la participation comme pratique de la délibération et instrument d’une politique de précaution ne suffit pas à rendre compte des possibles participatifs. D'autres acceptions doivent être prises en compte, en particulier dans l’histoire récente. S’appuyant sur les débats menés au sujet des sciences et des techniques dans les années 1970, l’ouvrage montre comment des conceptions différentes ont émergé au sein de mouvements sociaux, dans les milieux de politique de la science et dans le monde académique. L’approche privilégiée est centrée sur les discours. Elle permet d’observer à la fois la diversité des conceptions de la participation en jeu dans les années 1970 et la façon dont elles s’articulent pour donner lieu à un espace de compréhension commun. De plus, elle invite à reconsidérer les enjeux de la participation à l’aune de son inscription historique. Le sens de la participation n’est jamais figé : il était à l’époque très différent de celui qui lui est fréquemment attribué de nos jours. L’exigence participative formulée au cours des années 1970 a donc joué un rôle dans la généalogie de la participation contemporaine, mais ne s’y réduit pas. Elle couvre un champ de significations et de pratiques de gouvernement variées ; une attention spécifique est alors portée au modèle de la politique expérimentale.

EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.
