Book excerpt: Instituée en 1983, la Politique Commune de la Pêche a considérablement évolué au fil du temps, se structurant pour ainsi devenir une politique à part entière. Initialement créée pour développer la pêche maritime, la PCP s'est ouverte sur l'avenir en prenant davantage en compte les dimensions environnementales et écologiques. En effet, la nécessité d'encadrer la ressource a poussé la communauté européenne à se doter d'outils de gestion des pêches, visant à maintenir la capacité de production et de reproduction des stocks, ainsi qu'à réglementer l'accès à la ressource. D'abord structurée autour d'un dispositif très centralisé par les États membres, la PCP a peu à peu conférer plus de pouvoirs aux échelles régionale et locale quant à la gestion de la ressource, en relayant cette mission aux Organisations de Producteurs, alors reconnues compétentes pour adopter les mesures nécessaires pour assurer une bonne gestion de la ressource. Puis, la dernière réforme de la PCP a montré une évolution de son mode de fonctionnement. Là où auparavant, elle encadrait l'activité de pêche et la vente des produits par une aide financière directement attribuée au secteur, la nouvelle Organisation Commune des Marchés financera la mise en place d'actions par les OP dans le cadre des plans de production et de commercialisation. L'OCM encourage à présent les OP à gérer la ressource par l'aval de la filière, en agissant directement sur les marchés afin de mieux valoriser une quantité moindre.

L'ensemble PAC-pêche demeure aujourd'hui encore la politique communautaire de référence, qui se caractérise par son haut degré d'intégration, par son ambition pionnière et par l'importance des financements que lui octroie le budget communautaire. Le présent ouvrage traite en perspective avec le marché intérieur des différents aspects des politiques agricole et de la pêche. La PAC notamment fait l'objet d'une présentation reprenant la logique des piliers, qui a permis de clarifier grandement les différents domaines de cette politique d'un haut degré de complexité. Le premier pilier correspond au coeur traditionnel de la PAC, à savoir les organisations communes de marchés et le régime du paiement unique découplé. Le deuxième pilier est consacré au développement rural et à l'action sur les structures agricoles, autrement dit aux liens avec la cohésion économique et sociale et le troisième aborde les questions de la sécurité alimentaire et de la qualité des produits agricoles. Le développement historique de la PAC, son droit institutionnel, les liens avec le marché intérieur et la concurrence de même que les principes fondamentaux de cette politique font l'objet de développements spécifiques au même titre que les aspects financiers, dont on sait à quel point ils ont pesé lourd sur le fonctionnement de cette politique. Le volet relations extérieures qui a pris une place grandissante comme dans l'ensemble des politiques et actions de l'Union se voit consacrer des développements substantiels. La politique commune de la pêche s'ouvre sur un chapitre introductif présentant l'état de ce secteur économique et les enjeux majeurs de la politique. S'ensuivent des développements sur la gestion des ressources marines placées dans la perspective du développement durable. Le développement durable inspire ensuite la question de la gestion de l'activité de pêche et l'ouvrage s'achève sur le volet externe de la politique commune de la pêche.
