It finds that scientific research is an important part of the public discourse on minimum wages in all three countries. Newspapers frequently cite scholars and research institutions, providing their readers with a good sense of how scientific research evaluates the effects of minimum wages. How often this happens depends on the context. Most importantly, newspapers from the United States cite researchers more frequently than newspapers from the two European countries. The book also shows that scientific research influences the policy preferences of political actors such as trade unions, political parties, and government agencies. The influence is based on policy-oriented learning. It is strong in Germany and the United Kingdom, and weaker in the United States. In both cases, cross-country differences are found to be related to different styles of using scientific expertise in the three countries.

Book excerpt: By studying the influence of the two main external actors in post-Soviet space, the EU and Russia, this study contributes to the increasing body of literature that studies the causes of democratic recession and authoritarian backlash in post-Soviet states and the role of regional actors in these processes. Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

Contrary to traditional accounts, it argues that IR was not invented by Anglo-American men after the First World War. Nor was it divided into neat theoretical camps. To appreciate the twists and turns of early IR scholarship, the book follows a diverse group of men and women from across Europe and beyond who pioneered the field since 1914. Like architects, they built a set of institutions (university departments, journals, libraries, etc.) but they also designed plans for a new world order (draft treaties, petitions, political commentary, etc.). To achieve these goals, they interacted closely with the League of Nations and its bodies for intellectual cooperation, until the Second World War put an end to their endeavour. Their story raises broader questions about the status of IR well beyond the inter-war period.

Book excerpt: This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Oliver Schlenkrich conceptualizes and measures different democracy profiles (e.g., libertarian-majoritarian or egalitarian-majoritarian democracies) based on trade-offs between the central democracy dimensions of political freedom, political equality, and political and legal control. In addition, the study conceptually and empirically develops a typology of political performance. Regarding the first research question, the empirical analyses of about 80 democracies from 1974 to 2017 indicate that there is not an overall better performing democracy profile. Thereby, the democracy profiles do not have an immediate effect, instead their effects require a longer period of time to manifest. With respect to the second research question, the empirical findings show that several structural and cultural factors are relevant (e.g., British heritage or a competitive culture). This work is mainly based on Bayesian statistics to cope with the complexity of the data and models. This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership. At the same time, this order is found to be fragile and subject to criticism and negotiation.
