Book excerpt: The Wars for Asia, 1911–1949 shows that the Western treatment of World War II, the Second Sino-Japanese War and the Chinese Civil War as separate events misrepresents their overlapping connections and causes. The Chinese Civil War precipitated a long regional war between China and Japan that went global in 1941 when the Chinese found themselves fighting a civil war within a regional war within an overarching global war. The global war that consumed Western attentions resulted from Japan's peripheral strategy to cut foreign aid to China by attacking Pearl Harbour and Western interests throughout the Pacific in 1941. S. C. M. Paine emphasizes the fears and ambitions of Japan, China and Russia, and the pivotal decisions that set them on a collision course in the 1920s and 1930s. The resulting wars together yielded a viscerally anti-Japanese and unified Communist China, the still-angry rising power of the early twenty-first century.

Focusing on the domestic impact of Japan's activities in Northeast China between 1931 and 1945, Young considers "metropolitan effects" of empire building: how people at home imagined and experienced the empire they called Manchukuo. Contrary to the conventional assumption that a few army officers and bureaucrats were responsible for Japan's overseas expansion, Young finds that a variety of organizations helped to mobilize popular support for Manchukuo—the mass media, the academy, chambers of commerce, women's organizations, youth groups, and agricultural cooperatives—leading to broad-based support among diverse groups of Japanese. As the empire was being built in China, Young shows, an imagined Manchukuo was emerging at home, constructed of visions of a defensive lifeline, a developing economy, and a settler's paradise.

They retain, in other words, a faith in state competence. For this faith, they adduce no evidence. Sharing little skepticism about the government's ability, they continue to expect the best of governmental intervention. To study government competence in World War II Japan offers an intriguing laboratory. In this book, Yoshiro Miwa shows that the Japanese government did not conduct requisite planning for the war by any means. It made its choices on an ad hoc basis and the war itself quickly became a dead end. That the government planned for the war incompetently casts doubts on the accounts of Japanese government leadership more generally.

This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.
