Looking beyond the obvious, this book examines the contested site of the parking space as a place of socio-legal meaning where property claims and rights shape identities. Adopting a constitutive approach to the study of law, the book examines how regulation of parking policy is at odds with the force of localised politics, producing competing notions of legality and examples of legal semiotics within the terrain of legal geography.

Book excerpt: My study of the parking space is complex, as I consider the semiotics of the terrain, the embodiment of jurisdiction, and expertise as governance as factors of legitimacy focused on the visibility of who is parking. This notion of belonging is central to the frameworks of community and citizenship in which parking spaces become site of politically constructed architecture. These sites are policed officially by the sexualized authority of parking enforcement and unofficially (and often violently) by other parkers. In this way, law is personified, with the administration of authority inviting closer scrutiny into the nature of constitutive legal theory. At both the level of the United States Supreme Court and in the everyday parking area, the parking space engenders disputes over equal protection guarantees, acts of free speech, and assertions of reserve that reach beyond the stated scope of policy.

Free parking, the author argues, has contributed to auto dependence, rapid urban sprawl, extravagant energy use, and a host of other problems. Planners mandate free parking to alleviate congestion, but end up distorting transportation choices, debasing urban design, damaging the economy, and degrading the environment. Ubiquitous free parking helps explain why our cities sprawl on a scale fit more for cars than for people, and why American motor vehicles now consume one-eighth of the world's total oil production. But it doesn't have to be this way. The author proposes new ways for cities to regulate parking, namely, charge fair market prices for curb parking, use the resulting revenue to pay for services in the neighborhoods that generate it, and remove zoning requirements for off-street parking.

Since 2010 a campaign has been in place to proliferate comfort women memorials in the United States. These memorials now span from New York to California and from Texas to Michigan. They recount only the Korean version of this history, which this text finds incomplete. They do not mention that, immediately following World War II, American soldiers also frequented Japan's comfort women stations. They say nothing of how, to the present day, GIs continue to patronize Asian women and girls organized in brothels near their barracks. The Korean narrative also ignores the significant role that Koreans played in recruiting women and girls into the system. Intentionally or not, comfort women memorials in the United States promote a political agenda rather than transparency, accountability and reconciliation. This book explains, critiques, and expands on the competing state and civil society narratives regarding the dozen memorials erected in the United States since 2010 to honor female victims of the comfort women system established and maintained by the Japanese military from 1937 to 1945.

Keeping the polish on landmark parks and in neighborhood playgrounds alike means that the trash must be picked up, benches painted, equipment tested, and leaves raked. Bringing this often-invisible work into view, however, raises profound questions for citizens of cities. In Who Cleans the Park? John Krinsky and Maud Simonet explain that the work of maintaining parks has intersected with broader trends in welfare reform, civic engagement, criminal justice, and the rise of public-private partnerships. Welfare-to-work trainees, volunteers, unionized city workers (sometimes working outside their official job descriptions), staff of nonprofit park “conservancies,” and people sentenced to community service are just a few of the groups who routinely maintain parks. In Owning the Street, Amelia Thorpe examines everyday experiences of and feelings about property and belonging in contemporary cities. She grounds her account in an empirical study of PARK(ing) Day, an annual event that reclaims street space from cars. A popular and highly recognizable example of DIY Urbanism, PARK(ing) Day has attracted considerable media attention, but has not yet been the subject of close scholarly examination. Focusing on the event's trajectories in San Francisco, Sydney, and Montreal, Thorpe addresses this gap, making use of extensive interview data, field work, and careful reflection to explore these tiny, temporary, and often transformative interventions. PARK(ing) Day is based on a creative interpretation of the property producible by paying a parking meter. Paying a meter, the event’s organizers explained, amounts to taking out a lease on the space; while most “lessees” use that property to store a car, the space could be put to other uses—engaging politics (a free health clinic for migrant workers, a same sex wedding, a protest against fossil fuels) and play (a dance floor, giant Jenga, a pocket park). Through this novel rereading of everyday regulation, PARK(ing) Day provides an example of the connection between belief and action—a connection at the heart of Thorpe’s argument. Thorpe examines ways in which local, personal, and materially grounded understandings about belonging, ownership, and agency intersect with law to shape the city. Her analysis offers insights into the ways in which citizens can shape the governance of urban space, particularly in contested environments.
