Like many parents in the United States, parents in China, increasingly concerned with their children’s academic performance, are turning to for-profit tutoring businesses to help their children get ahead in school. China’s supplemental education industry is now the world’s largest and most vibrant for-profit education market, and we can see its influence on the US higher education system: more than 70% of Chinese students studying in American universities have taken test preparation classes for overseas standardized tests. The Fruits of Opportunism offers a much-needed thorough investigation into this industry. This book examines how opportunistic organizations thrived in an ambiguous policy environment and how they catalyzed organizational and institutional changes in this industry. A former insider in China’s Education Industry, sociologist Le Lin shows how and why this industry evolved to become a for-profit one dominated by private, formal, nationally operating, and globally financed corporations, despite restrictions the Chinese state placed on the industry. Looking closely at the opportunistic organizations that were founded by marginal entrepreneurs and quickly came to dominate the market, Lin finds that as their non-compliant practices spread across the industry, these opportunistic organizations pushed privatization and marketization from below. The case of China’s Education Industry laid out in The Fruits of Opportunism illustrates that while opportunism leaves destruction in its wake, it can also drive the formation and evolution of a market.

In collective violence, social interaction immediately inflicts physical damage, involves at least two perpetrators of damage, and results in part from coordination among the persons who perform the damaging acts. Professor Tilly argues that collective violence is complicated, changeable, and unpredictable in some regards, yet that it also results from similar causes variously combined in different times and places. Pinpointing the causes, combinations, and settings helps to explain collective violence and its variations, and also helps to identify the best ways to mitigate violence and create democracies with a minimum of damage to persons and property.

Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, Eric Oliver puts forward a new theory that highlights the crucial differences between local, state, and national democracies. Being small in size, limited in power, and largely unbiased in distributing their resources, local governments are "managerial democracies" with a distinct style of electoral politics. Instead of hinging on the partisanship, ideology, and group appeals that define national and state elections, local elections are based on the custodial performance of civic-oriented leaders and on their personal connections to voters with similarly deep community ties. Explaining not only the dynamics of local elections, Oliver's findings also upend many long-held assumptions about community power and local governance, including the importance of voter turnout and the possibilities for grassroots political change.

The four prototypical political thinkers examined are Pierre Paul Royer-Collard and Francois Pierre Guillaume Guizot in France, and the English reform Whigs, Henry Peter Brougham and Thomas Babington Macaulay. Starzinger carefully explains his choice of these critical figures, emphasizing in his new introduction a current climate of opinion that is far more appreciative of their contribution to modem constitutional government than the critics have been in the past. This is much more than an historical study. It is an effort to examine the enduring ideas and dynamics of political "centrism" which help explain why the center sometimes proves to be a hopeless position, but in other circumstances can hold or even vanquish its foes to left and right The work is highlighted by a comparative mode of analysis which explores these questions with sustained sensitivity to the differing social and political contexts of 19th century France and England. Starzinger also considers the moral dilemma of those who hold the middle ground. He asks whether such a center position must always lead to opportunism as its critics claim, or may instead serve some high ethical purpose. Finally, in examining the "juste milieu "concepts of sovereignty, representation, freedom, and history, he addresses critically the classic question of what indeed the relationship is between political ideas and underlying social class.
