Book excerpt: Ever since a democratic system of government was adopted and a strategy of planned economic development was launched in India, the planners were quite conscious of the need for an administrative system different from the colonial one to implement the planned objective of development. Kuldeep Mathur, in this volume, examines these administrative reforms and provides a magisterial account of the changes in the institutional process of public administration. The introduction of neoliberal policies revived concerns about reform and change, thereby giving rise to a new vocabulary in the discourse of public administration. The conventional world of public administration was now expected to adopt management practices of the private sector and interact with it to achieve public policy goals. New institutions are now being layered on traditional ones, and India is becoming a recipient of managerial ideas whose efficacy has yet to be tested on Indian soil. In light of the aforementioned changes, this volume argues that hybrid architecture for delivering public goods and services has been the most significant transformation to be institutionalized in the current era and critiques the neoliberal transformation from within a mainstream public administration perspective.

The associations between bureaucracy's attributes and performance are employed in explaining development differences between Jamaica and Trinidad and Tobago over the period 1960-1995. Associations are explored at the macro level through aggregate data and at the micro level through fascinating case studies of the Industrial Development Corporations (IDCs), associated with economic growth, and the Ministry of Education, associated with women's empowerment. The study establishes clear patterns of associations in the empirical cases and explores the implications of these findings for the theory of development administration.

Book excerpt: This book, first published in 1992, examines the attitudes of local elites – the hinge between Indian state and rural society – towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country’s development. The book deals with the elites’ contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.

It discusses India’s tribal land problem and explains how despite legislation to protect tribal lands, the problem has not been resolved since neither the letter nor the spirit of the law has been implemented. Due to continuous land encroachment and alienation by outsiders, the negligence of the revenue administration and the apathy of the central and state government, the situation concerning tribal land in the country have became precarious. In this context, the book highlights the process of land estrangement among the tribes and the related movements, focusing on the Narayanpatna land movement in the Koraput district of Odisha. It argues that land remains a central issue that is extremely important for tribes as it directly affects their life, livelihood, freedom and development, and that the cultural attachment of tribes and their views regarding the idea of ‘place’ (land) furnishes crucial perspectives in understanding the politics of collective resistance. It also discusses the politicization of group identity and material interest against the outside authority as the basis of the unrest among the tribes, and when the grudges of the people are hardened due to insensitivity and tyranny, the extent of tribal resistance escalates, leading to conflict between the state and its own people. Given its scope, this book is a valuable resource for students and research scholars, as well as for policymakers and anyone interested in Indian democracy and development in general, and tribal problems, issues and politics in particular.
