Book excerpt: Through a tumultuous 20th-century period of revolution and foreign wars, Vietnam's public health system was praised by international observers as a “bright light in an epidemiologically dark world,” standing out for its accomplishments in infectious disease control. Since the country's transition to a “market economy with socialist orientation” in the mid-1980s, however, some of these achievements have been reversed as the “renovation” of national systems for welfare and health leaves gaps in the social safety net. A series of cholera outbreaks that spread through Northern Vietnam in 2007-2010 revealed the paradoxes, contradictions, and challenges that Vietnam faces in its post-transition period. This book presents an anthropological analysis of the political, economic, and infrastructural inputs to these epidemics and suggests how the most commonly repeated accounts of disease spread misdirected public attention and suppressed awareness of risk factors in Vietnam's capital. So argues Benedict Kerkvliet in his analysis of Communist Party–ruled Vietnam. Speaking Out in Vietnam assesses the rise and diversity of these public displays of disagreement, showing that it has morphed from family whispers to large-scale use of electronic media. In discussing how such criticism has become widespread over the last three decades, Kerkvliet focuses on four clusters of critics: factory workers demanding better wages and living standards; villagers demonstrating and petitioning against corruption and land confiscations; citizens opposing China's encroachment into Vietnam and criticizing China-Vietnam relations; and dissidents objecting to the party-state regime and pressing for democratization. He finds that public political criticism ranges from lambasting corrupt authorities to condemning repression of bloggers to protesting about working conditions. Speaking Out in Vietnam shows that although we may think that the party-state represses public criticism, in fact Vietnamese authorities often tolerate and respond positively to such public and open protests.

This is the conundrum of economic development. If elite interest groups have both incentive and ability to allocate resources toward themselves, and if such rent seeking causes a decline in economic inefficiency, how can economies ever grow? The book illuminates the mechanisms by which in one of the world’s recent economic success stories— Vietnam’s rapid industrialization and passage into the middle-income category—the interest in cooperating to grow the economy overrode the elites’ instinct to allocate resources through the use of political power. The book shows how the need to provide positive conditions for international investment altered pay-off structures and pushed the all-powerful Communist Party of Vietnam to engage in bargaining with provincial officials; provincial officials with international investors; and finally all coercive elites even with the working classes. It describes the emergence of a harmony of interest among societal groups in which each group benefits from a growing economy, and no one group can monopolize the benefits of growth without hurting itself. The Vietnam case validates Nobel-Prize winning economist Mancur Olson’s proposition that elite predation can only be kept in check when the elite itself suffers from the economic decline it causes at least as much as it gains from the rents it collects.
