Analyzing almost 500 intra-party documents from Italy, Germany and France, it presents a theory of intra-party politics that illuminates internal decision-making processes and sheds light on the outcomes of factional conflicts on the allocation of payoffs within the party, on the risk of a party split and on the survival of the party leader. Using text analysis, the results show that consensual dynamics can allow to preserve party unity and that directly elected leaders can exploit their larger autonomy either to reward followers or to prevent splits. Here Steven Smith and Thomas Remington provide the first intensive, theoretically grounded examination of the early development of the State Duma, the lower house of the Russian Federation's parliament created by the 1993 constitution. They offer an integrated account of the choices made by the newly elected members of the Duma in establishing basic operating arrangements: an agenda-setting governing body, a standing committee system, an electoral law, and a party system. Not only do these decisions promise to have lasting consequences for the post-communist Russian regime, but they also enable the authors to test assumptions about politicians' goals from the standpoint of institutional theory. Smith and Remington challenge in particular the notion, derived from American contexts, that politicians pursue a single, overarching goal in the creation of institutions. They argue that politicians have multiple political goals--career, policy, and partisan--that drive their choices. Among Duma members, the authors detect many cross currents of interests, generated by the mixed electoral system, which combines both single-member districts and proportional representation, and by sharp policy divisions and an emerging party system. Elected officials may shift from concentrating on one goal to emphasizing another, but political contexts can help determine their behavior. This book brings a fresh perspective to numerous theories by incorporating first-hand accounts of major institutional choices and placing developments in their actual context.

Book excerpt: Japan’s political stability was shattered after the general election of July 1993 when the conservative Liberal Democratic Party’s thirty-eight year domination ended in defeat. This book examines the impact the 1993 general election had on Japanese politics. Although the LDP regained the position of a ruling party within a year, Hori questions whether the Japanese political system has managed to maintain the same efficacy as it had prior to 1993. Using institutional analysis Hori argues that this fundamental change caused major institutional transformations; a decline in the importance of LDP organisations in the decision-making process of the government and the Diet, weakened management of the LDP through factions, and detached attitudes of LDP members to MOF bureaucrats. Hori analyzes three cases, one prior to and two after the 1993 election, illustrating just how ineffective the close cooperation between MOF bureaucrats, LDP executives and faction leaders became.

Turner (1920-1983) received his Ph.D. at Manchester University where he became a Senior Fellow and Lecturer. After leaving Manchester he moved to Stanford University, where he became a fellow at the Center for Advanced Behavior Sciences. In 1964 he traveled to Cornell University where he stayed for four before moving onto the University of Chicago. There he was Professor of Social Thought and Anthropology. While at Chicago he joined the Committee on Social Thought and he began a long-term study in the area of contemporary Christian pilgrimage. His final position was at the University of Virginia where he was the William R. Kenan professor of Anthropology. Arthur Tuden was Professor of Anthropology, University of Pittsburgh. He was the long-term editor of the Journal Ethnology and he has written many articles as well as authored, co-authored, or edited six books. He did field research in areas of the Ukraine, Virgin Islands, Rhedosia, and parts of Pennsylvania's own Carpatho-Rus community.
