However, many states still neglect these considerations in favour of competing priorities, such as expanding their armies. The book shows how the broader paradigm of democratic accountability – extending beyond political democracy to also include bureaucratic and judicial institutions as well as taxation and other modes of resource mobilisation – can best explain how states allocate public resources for human development. Challenging this widely held view, Raanan Rein asserts that there was greater Jewish support for Perón than previously believed, and that fewer antisemitic incidents took place in Argentina during Perón's rule than during any other period in the twentieth century. Recovering the silenced voices of Jewish Argentines who supported Peronism from the beginning, Populism and Ethnicity is a historical, sociological, and political analysis that describes the many positive changes experienced by the Jewish community as a direct result of Perón's presidencies. Perón and his wife Eva gave numerous speeches denouncing antisemitism, and Perón's Argentina was the first Latin American country to open an embassy in the newly established State of Israel. Arguing that no president before Perón so unambiguously rejected discrimination against Jews, Rein shows that many Jews secured more important posts in government in the 1940s and 1950s than in previous years, among them members of the Argentine Jewish Organization, which became a section of the ruling Peronist party. The period saw the emergence of the modern political system with true appeals to the voters, tremendous urban growth, and the solidification of a barrio identity. Historian Joel Horowitz examines four types of organizations: football clubs, bibliotecas populares (popular libraries), sociedades de fomento (development societies that pushed for barrio improvements), and universidades populares (popular universities that provided practical training beyond the primary school level). All four types became important social centers and were connected to the political world. The book focuses on the period from the passage of a voting reform law in 1912, which made male-citizen voting obligatory and fraud more difficult, to the military coup of 1943. The book shows how civic associations helped create the social world of the city, focusing especially on the part they played in the development of the sense of barrio. It demonstrates how civic associations became vital links in the system of politics that emerged, creating spaces for politicians to build connections to different communities.

Book excerpt: Oscar Chamosa brings forth the compelling story of an important but often overlooked component of the formation of popular nationalism in Latin America: the development of the Argentine folklore movement in the first part of the twentieth century. This movement involved academicians studying the culture of small farmers and herders of mixed indigenous and Spanish descent in the distant valleys of the Argentine northwest, as well as artists and musicians who took on the role of reinterpreting these local cultures for urban audiences of mostly European descent. Oscar Chamosa combines intellectual history with ethnographic and sociocultural analysis to reconstruct the process by which mestizo culture—in Argentina called criollo culture—came to occupy the center of national folklore in a country that portrayed itself as the only white nation in South America. The author finds that the conservative plantation owners—the “sugar elites”—who exploited the criollo peasants sponsored the folklore movement that romanticized them as the archetypes of nationhood. Ironically, many of the composers and folk singers who participated in the landowner-sponsored movement adhered to revolutionary and reformist ideologies and denounced the exploitation to which those criollo peasants were subjected. Chamosa argues that, rather than debilitating the movement, these opposing and contradictory ideologies permitted its triumph and explain, in part, the enduring romanticizing of rural life and criollo culture, essential components of Argentine nationalism. The book not only reveals the political motivations of culture in Argentina and Latin America but also has implications for understanding the articulation of local culture with national politics and entertainment markets that characterizes contemporary cultural processes worldwide today.
