Book Decentralization Democracy and Development

Download or read book Decentralization Democracy and Development written by World Bank and published by World Bank Publications. This book was released on 2009-07-02 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

Book Strengthening Local Governance in Bangladesh

Download or read book Strengthening Local Governance in Bangladesh written by Shuvra Chowdhury and published by Springer. This book was released on 2018-02-23 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Book Mixed Methods and Cross Disciplinary Research

Download or read book Mixed Methods and Cross Disciplinary Research written by Janet McIntyre-Mills and published by Springer. This book was released on 2019-07-12 with total page 481 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book uses mixed methods to extend the concept of “wellbeing stocks” to refer to dynamic ways of working with others. It addresses metaphors and praxis for weaving together strands of experience. The aim of the wellbeing stocks concept is to enable people to re-evaluate economics and to become more aware of the way in which we neglect social and environmental aspects of life. The pursuit of profit at the expense of people and the environment is a central problem for democracy and governance. The vulnerability of cities is a symptom of the lack of balance between individual and collective needs. This book explores the potential for cities, specifically in the regions of Indonesia, Africa, and Australia, to become more productive as sites for food and water security through more creative use of technology. It highlights the need for partners that see food and security feasible at the household level if supports are provided at the community, national and international level. The book examines how these regions are affected by demographics, climate change and people movements, but also explores ways to establish an effective cultural ecosystem management.
