Book excerpt: This book presents the results of extensive international comparative research into the effects of the economic and financial crisis on democratic institutions and social cohesion policies. The collected studies describe and analyse the measures (often referred to as "reforms") adopted to counter the crisis and the effects of these measures.It investigates three areas: the impact on the functioning of institutions, with respect to the relationship between representative institutions and governments, and the organisational structure of administrations at national and local levels; the impact that the austerity policies on public spending have on social rights; and the impact on traditional instruments of public action (administrative simplification, public services delivering, the use of common assets).The general findings highlight the effect of reducing the administrative and government capacity of the democratic institutions: the public sector, rather than being innovative and made more effective, declines, offering increasingly poor public services and making bad decisions, fuelling substantive or formal privatisation solutions, which in turn cause further weakening.

On the one hand the field of Digital Humanities opens up new perspectives to study the image of the city before, during and after the war, on the other hand digital technologies engage academics and researchers from various disciplines: In particular, in the area of drawing, the role of representation in the formulation of urban defence projects and in the documentation of wartime events and the traces left behind by conflicts is explored, while in the area of conservation, the theoretical and practical challenges imposed by the damage caused by conflicts to historic centres are explored, reviewing case studies, solutions and debates relating to the conservation of urban heritage involved in wartime actions, with a focus on identity and collective memory.

The book deals with research and policy issues stemming from the fact that in the last ten years European cities have been affected by a structural crisis, not only financial but also a social, environmental and spatial, leading to an economic collapse. The crisis and its consequences due to political, financial and social conflicts contribute to increasing a city’s complexity in terms of decrease of public finance, slowdowns in the real estate market, economic stagnation and the reduction of the consolidated welfare policies. In light of this, this book proposes to reframe European urban welfare towards a “framework-rule” perspective. It is based on new rules and responsibilities as a path to change that would enable cities to respond to new circumstances through innovative actions thanks to co-production. The book focuses on the potential of this approach, identifying innovative perspectives for researchers, institutions and practitioners in the field of urban and regional planning.
