With a view towards developing more effective measures of prevention and resolution, Examining Political Violence: Studies of Terrorism, Counterterrorism, and Internal War examines political violence in various national and international settings. A collection of works, some previously published as articles in the journal Police Practice and Research, the book provides both conceptual analysis and case studies, exploring historical and sociopolitical contexts of conflicts in order to help readers better understand these themes. Divided into three parts, the book begins by defining the concepts of terrorism and radicalization. It discusses countering terrorism through intelligence gathering, examines how a multiagency approach is necessary to be prepared for terrorist acts, and examines different policing models. It discusses the experiences of policing agencies’ investigations into terrorist groups, and examines the targeting of police officers by terrorist groups. Specifying the historical and sociopolitical contexts of conflicts is essential for understanding these themes. Control policies must be grounded in empirical realities, not ideological preferences or aversions. Bringing together theoretical concepts examined through operational and empirical findings, the book is written by academics researching the areas as well as practitioners working in the fields of counterterrorism and political violence. Though violence is commonly deplored, political scientist Ginsberg argues that in many ways it is indispensable, unavoidable, and valuable. Ginsberg sees violence manifested in society in many ways. "Law-preserving violence" (using Walter Benjamin's phrase) is the chief means by which society preserves social order. Behind the security of a stable society are the blunt instruments of the police, prisons, and the power of the bureaucratic state to coerce and manipulate. Ginsberg also discusses violence as a tool of social change, whether used in outright revolution or as a means of reform in public protests or the threat of insurrection. He notes that even groups committed to nonviolent tactics rely on the violent reactions of their opponents to achieve their ends. And to avoid the threat of unrest, modern states resort to social welfare systems (a prudent use of the carrot instead of the stick). Emphasizing the unavoidability of violence to create major change, Ginsberg points out that few today would trade our current situation for the alternative had our forefathers not resorted to the violence of the American Revolution and the Civil War.

Winter attributes two central theses to Machiavelli: first, violence is not a generic technology of government but a strategy that tends to correlate with inequality and class conflict; and second, violence is best understood not in terms of conventional notions of law enforcement, coercion, or the proverbial 'last resort', but as performance. Most political violence is effective not because it physically compels another agent who is thus coerced; rather, it produces political effects by appealing to an audience. As such, this book shows how in Machiavelli's world, violence is designed to be perceived, experienced, remembered, and narrated.

Yet governmental response is inconsistent, ranging from dismissal to aggressive implementation of policies and programs to combat the problem. In her comparative study of thirty-six democratic governments, Laurel Weldon examines the root causes and consequences of the differences in public policy from Northern Europe to Latin America. She reveals that factors that often influence the development of social policies do not determine policies on violence against women. Neither economic level, religion, region, nor the number of women in government determine governmental responsiveness to this problem. Weldon demonstrates, for example, that Nordic governments take no more action to combat violence against women than Latin American governments, even though the Swedish welfare state is often considered a leader in social policy, particularly with regard to women’s issues. Instead, the presence of independently organized, active women’s movements plays a greater role in placing violence against women on the public agenda. The breadth and scope of governmental response is greatly enhanced by the presence of an office dedicated to promoting women’s status. Weldon closes with practical lessons and insights to improve government action on violence against women and other important issues of social justice and democracy.
