Book excerpt: While the standard interpretation has portrayed Durham as prejudiced and ignorant about French Canada, Ajzenstat shows that, on the contrary, the assimilation proposal follows from Durham's consideration of ways of opening the widest political and economic opportunities for French Canadians. She argues that far from being "racist," as so many historians have suggested, Durham's proposals reflect the tolerance at the heart of liberalism which prohibits discrimination on the basis of race, origin, or creed. To illuminate the Report's argument, Ajzenstat draws on Durham's speeches, letters, and dispatches, as well as material on Canada which he consulted before arriving at his final proposals. One of his sources, she argues, was Tocqueville's Democracy in America. She compares Durham's position on political reform in Britain and in the colonies and concludes that his ideas on reform, empire and revolution, political constitutions, nationality, and political culture form a single forceful theory. Ajzenstat suggests that Durham's argument clarifies what she sees as a present dilemma for Canada: that legislation intended to protect cherished minority traditions necessarily erodes liberal rights that those minorities hold equally dear.

Much of the storminess of his life may be ascribed to the conflict of great political and social forces, but not a little of it was due to the directness of his methods, the loftiness of his courage, his hypersensitive pride, and his Violent temper. In him a magnificent manhood was hampered and marred by a singular childishness - a strange blending of noble visions and petty vanities, high sacrifices and puny impatience, sustained devotion and fiery temper, and through it all more than a touch of heroism. All his life the state of his health was such that few men so circumstanced would have thought of engaging in any form of public work. Through seasons of intense pain, and into one physical breakdown after another, he laboured on for the love of England that was in him; though frequently em bittered, he responded to every call and continued to make labour and trouble for himself until tuberculosis, added to his other maladies, cut off his life. He was spurred on, no doubt, by ambition as well as by patriotism, but it was the sort of ambition that we covet for our sons and daughters. I do not pretend to have been unmoved by such considera tions, but I believe that the weaker elements in Lord Dur ham's character are also clearly revealed. My business has been primarily to describe and interpret, and not to praise or blame. I have conceived of the task of the biographer as simply to set the stage and permit the central figure, his colleagues, friends, and opponents, to speak and act for themselves. From this conception of biography it follows that the pre face is the author's only refuge from anonymity. Here I have only one confession to make. I am a Canadian of the third generation and all of my grandparents were living in Canada in Lord Durham's day. That subjects me, I feel confident, to no party bias, but it does expose me to a pride that in the life of my own country there have developed certain world shaping conceptions. It was my original intention to add an epilogue tracing those ideas from Lord Durham to their fulfilment in our own day, showing that it was our Canadian forefathers who cherished most warmly Durham's concep tions, that it was they who took the lead in insisting that the British Empire should not break up again, and in bringing his vision of the permanence and character of the Empire to a fuller fruition than even he had dreamed. Pollsters can measure values, but they cannot explain how these values arose over time, why they changed, or how people have attempted to make sense of them within a changing social and political environment. Book excerpt: Excerpt from The Report of the Earl of Durham: Her Majesty's High Commissioner and Governor-General of British North America Wolfe gave to England in 1759 a colony inhabited by 60,000 French settlers with French customs and French laws. It was at first the policy of the British Government to introduce English laws and customs, and so to manufacture a rigid uniformity; but such an attempt was seen to be both imprudent and impossible. In 1774 to her new subjects England secured their religious and legal rights, and until 1783 the French Canadians lived in peace and comparative content. But that year, which saw the independence of America recognised, saw also a great influx into Canada of Loyalists from the United States. In 1790 no less than 50,000 had passed into the country, and, helped by England with grants of land and money, had settled for the most part in Upper Canada. The British Government, knowing that the Loyalists would not rest without some form of representative institutions, and wishing to separate the new-comers from the French settlers, passed in 1791 the Canada Act, by which it was provided that the country should be divided into two provinces - Upper and Lower Canada. To each of the two provinces was assigned a Governor with his executive, a popular Assembly, and a Legislative Council consisting of members nominated by the Crown. The Executive was independent of the Assembly, and was not in any way responsible to it, being the creature of the Crown, and able to carry on the government of the country and to raise money without the assent of the popular body. With the fortunes of Upper Canada, where the inhabitants wore for the most part British or Loyalist immigrants, we have not to deal. The absence of control by the Assembly over the Executive was not felt so bitterly in this province because both were British in race and sympathy. Both nations were born as British colonies and used violent and non-violent means to agitate for democratic freedoms. Republicanism and Responsible Government explores how these sister colonies transformed the very nature of the British Empire by insisting on democratic self-rule. Focusing on the middle of the nineteenth century, Benjamin Jones explores key points in colonial Australian and Canadian history - Canada's Rebellions of 1837-38 and the Durham Report, and Australia's anti-transportation movement and the Eureka Stockade. Previously, historians have looked to liberalism when explaining radicalism and democratization. Jones, however, contends that Canadian and Australian radicals and reformers were influenced by the ancient political philosophy of civic republicanism, with its focus on collectivism, civic duty, and virtue. William Lyon Mackenzie and John Dunmore Lang, he argues, did not champion republicanism to achieve individual rights but to create a virtuous society free from the corruption they saw in the status quo. Republicanism and Responsible Government challenges traditional interpretations of key events in Australian and Canadian history and shows that even though both nations remain constitutional monarchies, republican ideas have shaped their foundations since the earliest days of settlement.
