Book excerpt: Excerpt from Political Science Quarterly, Vol. 8 HE difficulties growing out of the relations of the United States with Cuba, which confronted President Pierce in March, 18 53, were inherited difficulties. During half a century Cuba had been on the order of the day. John Quincy Adams, Clay, Van Buren, Webster and Clayton, during their respective terms at the head of the Department of State, had all officially recorded the interest of the United States in the island, and on several occasions the government's unwilling ness to see it pass into the hands of any European power other than Spain had been proclaimed. In 1825, moreover, when the English government suggested a joint declaration by Great Britain, France and the United States, that they would not permit Cuba to be wrested from Spain, Mr. Clay de clined to enter into treaty stipulations embodying such a guar antee. As to the acquisition of Cuba by the United States, Mr. Clayton took the position in 1849 that, after the rejec tion of the proposition made by the late administration on this subject, should Spain desire to part with the island, a proposition for its cession to us should come from her. Among the farm-owning families thirty per cent carry incumbrances averaging on farms whose average value is among home-owners, twenty-nine per cent carry incumbrances, with an average debt of on an average value of Until the census shall determine, it may be assumed that there are farms in the United States, leaving families that occupy homes that are not farms. Computing, now, the number of tenant families, and allow ing $150 above debts to each farm-tenant family and $500 above debts to each home-tenant family, we are able at once to set aside fifty-two per cent of the families of the country as worth less than one-twentieth of the nation's wealth, the total amount of this wealth being estimated at about sixty billions of dollars. For the South, containing about one-third of the nation's population, these allowances above debts are too large; they may be too small for some states elsewhere. There had been grave differences of opinion concern ing the necessity of war, and it was hoped that men within the draft-age would better appreciate the dignity of regis tration, if the act were performed in the place where the voice of the people speaks in the fullness of its majesty. So the post-office was rejected as the birth-place of the national army. But the polling-places are under State, not federal, con trol. The choice of the polls, therefore, as the scene of the first step in the recruitment of the national army meant the choice of the States as the national recruiting agents. It meant that the local and district draft boards would be composed of men appointed by the State authorities and that the whole process of selection would be in the hands of men responsible primarily to the States rather than to the federal government. The boldness of this decision has been forgotten in the success to which it led. But success was by no means assured in advance. The general practice of the federal government has been to depend on agents who are subject immediately and directly to federal control. The federal taxes are collected not by State but by federal collectors of customs and of internal revenue. The federal police power is entrusted to the United States marshals and to the host of intelligence officers, secret service men, and agents of Bureaus of Investigation in the direct employ of the United States. The great constructive services of the federal government, from farm loans to weather reports, are conducted mainly by federal officers in complete inde pendence of the authority and in uence Of the States. The decision to confide the administration of the Selective Ser vice Act so largely to officers of the States was an extra ordinary exception to the established policy of the federal government.
