Book excerpt: Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada’s largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive—revealing forms of discrimination, exclusion, and “othering” in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. No matter the process and results of the proposed solutions, what the contributors uncovered were distinctive attributes of the small city as it struggles to confront increasingly complex social issues. If local governments accept a social agenda as part of its responsibilities, the contributors to Small Cities, Big Issues believe that small cities can succeed in reconceiving community based on the ideals of acceptance, accommodation, and inclusion.

Book excerpt: Both at home and abroad, the events of 2002 contrasted significantly with those of the previous year, something for which most Canadians could be extremely grateful. To no one's surprise, however, the year was dominated by the issues that had captivated the world's attention at the end of 2001: the attacks on the United States and the subsequent 'war on terror' declared by the Bush administration. Canada had chosen to stand 'shoulder to shoulder' with its southern neighbour in response to those attacks, and in 2002 the meaning of that commitment became clear as Canada entered into full-scale combat operations in Afghanistan, suffered its first casualties, and ended the year torn over whether to follow the United States should it choose to send troops to Iraq. On the home front, a battle of an altogether different magnitude reached a turning point with the seeming resolution of the long-running struggle between Prime Minister Jean Chrétien and Minister of Finance Paul Martin, even though by year's end, it was by no means clear who had actually won. Similarly, a number of the consequences of the 9/11 attacks remained unresolved. Changes to legislation regarding national security failed to be approved; Ottawa software engineer Maher Arar, who was arrested and deported by the United States on suspicion of terrorist links, languished in a Syrian jail despite official protest by the Canadian Government; and the war drums were beating loudly around Iraq. Accountability and Responsiveness at the Municipal Level addresses these issues through qualitative and quantitative analysis, focusing on some of the most important characteristics of the Canadian municipal scene, including the contexts of partisanship and non-partisanship, the careers and daily work of municipal officials, and multilevel governance. Municipal democracy in Canada suffers from a representation deficit.
