Chief among these are the training in the homes, the schools and the churches, and the economic and social environment under which the people live. Men's preferences and prejudices in politics can usually be traced to some or all of these influences. The writer of this monograph has tried therefore to place proper emphasis on the origin and character of the voting population, the influence of economic and social conditions and questions, and the part which the churches and probably the schools played in the formation of public Opinion. N o attempt has been made to discuss all the local and national political issues before the people; space has been given only to those which were especially important in causing the alignment of the voters into parties and factions. Since the slavery question attracted the limelight of public attention in this quarter of a century, the views of the people on it have received extensive treatment, but not to the exclusion of other issues. Slavery involved economic, moral, social and racial questions and consequently more forces had a part in the formation of public opinion with reference thereto than was the case with most issues. Book excerpt: The first mass political parties appeared in the United States in the 1830's, as the majority of adult white males identified ardently with the Democratic and Whig parties. Ronald Formisano opens a window on American political culture in this case study of antebellum voting and party formation in Michigan. Examining the social bases of voter commitment and the dynamics of grass roots loyalties from Jackson to Lincoln, he proposes that the forming of parties had little to do with issues of political economy, but rather with value conflicts generated by the evangelicals' promotion of a moral society. Borrowing from other disciplines, and elaborating some of the analytical techniques used by Lee Benson in The Concept of Jacksonian Democracy, Professor Formisano studies demographic and voting data to determine patterns of partisan loyalty. His study throws light on the roots of the modern Republican Party, links between religion and politics, and the role of ethnic and cultural loyalties in political life. Originally published in 1971. The words primary or primary election, as used in this act, shall be construed to mean an election for the purpose of deciding by ballot who shall be the nominees of political parties for the offices named in this act or for the election by ballot of delegates to political conventions. The words qualified elector shall be construed to mean an elec tor who is qualified under the general election law, to vote for a member of the legislature in this State. Sec. 4. No person shall be permitted to vote at any pri mary election held in this State, unless he shall be a regis tered and qualified elector of this State: Provided, how ever, That any qualified elector may be registered and be eligible to vote at any primary election if he shall appear in person before the city or township clerk or other officer in charge of the registration book, and take the oath required as to qualifications for registration, and request that his name be registered therein. The inspectors shall register any person who shall on any primary day appear and make oath or affirmation to the effect that he is a qualified elector in such precinct, or when they personally know him to be such. Any person registered on any primary day as prescribed herein, shall be, entitled to vote at the succeeding election without other registration. There shall be no other registra tion day or days for either a primary, a general or a city election, except that prescribed by the general election laws and in this act. E. W. Meddaugh and J. T. Shaw, of Detroit. The discussion was Opened by Mr. T. C. Craig, of Detroit, and Professor H. C. Adams. Others took part in the impromptu dis cassion which followed. The Association then went into business session. The clause in the constitution relating to the time of the annual meeting having been left incomplete at the Lansing meet ing, was filled out by fixing on the third Friday and Saturday in October. It was determined that the place of the annual meeting for 1893 - 4 Should be Detroit; and notice was given that an amendment would be proposed at that meeting fixing on Detroit as the regular place for the annual meeting.
