Book excerpt: This unusual history of the first four secretaries-general of NATO and their importance in the post-war politics of Western defense is a study of diplomacy–of individuals and the impact of their personalities on international events. It can perhaps best be described in terms of what it is not. It is not, for example, exclusively a book on NATO, nor is it a text on international organization. It is neither a history of European politics nor an analysis of East-West relations. It is not a specialized study of nuclear politics, and it does not pretend to be a record of the political interplay between the United States and its European allies. Yet all of these themes appear in the work. In the course of preparing this book, Dr. Jordan came to know the four secretaries-general, as well as many other individuals involved in NATO since its inception. While his analysis is objective and he has thoroughly documented his observations, there is also a valuable personal element in his assessment of the impact the persons who occupied this relatively little known but very important office had on the institution they headed and the international political environment in which they operated.

Available in PDF, EPUB and Kindle. Book excerpt: Strategic culture has been both lauded as an important analytical tool in explaining behavior, and disparaged as an explanation of last resort. Theorists of strategic culture hold that, in certain circumstances, persistent beliefs and behavior patterns may suggest probable responses to threats or opportunities. This thesis, an examination of recent Spanish history from a strategic culture perspective, supports the use of strategic culture as a reliable indicator of probable state actions, at times despite the rhetoric of the state's political leadership. Well established aspects of strategic culture appear to persist in the absence of a cataclysmic event capable of modifying the patterns and beliefs of the preceding system. Earring such a catastrophic event, a state is likely to act in accordance with its traditional strategic culture. The peaceful transition since 1975 from authoritarian to democratic rule, as well as security assurances from the United States since 1953, have kept Spain from experiencing a trauma powerful enough to fundamentally alter its strategic culture. Spain's problems in domestic politics, economics, and military and foreign affairs may be attributed to a difficult national democratization process as well as to a strategic culture of isolationism. Owing to these larger factors, membership in NATO has had little impact on Spain's strategic culture.

The NATO Alliance has now reached its 60th birthday and is currently in the middle of updating and rewriting the new Strategic Concept. The Alliance, which has grown to 28 countries, is facing problems with changing demographics, an awkward relationship with Russia, a war in Afghanistan and threats of global jihad. Muslim immigration into Europe and population aging will have a great impact on European views of the Alliance. NATO must decide how closely it wants to work and coordinate with Russia in future endeavors. The most important issue at hand is how NATO is going to fare coming out of the war in Afghanistan. The desired NATO outcome needs to be defined clearly. It is imperative that the New Strategic Concept address NATO goals in Afghanistan and the ways and means of accomplishing those goals. Defined goals will give member nations objectives while formulating national defense plans. Getting the Strategic Concept right is the first step in maintain the health of the Alliance.

Originally created to confront Soviet aggression, the North Atlantic Treaty Organization evolved in the 1990s as a military alliance with a broader agenda. Whether conducting combat operations in the Balkans or defending Turkey from an Iraqi threat in 2003, NATO continues to face new security challenges on several fronts. Although a number of studies have addressed NATO's historic evolution, conceptual changes, and military activities, none has considered the role in this transformation of the secretary general, who is most often seen as a minor player operating under severe political constraints. In Diplomacy and War at NATO, Ryan C. Hendrickson examines the first four post-Cold War secretaries general and establishes their roles in moving the alliance toward military action. Drawing on interviews with former NATO ambassadors, alliance military leaders, and senior NATO officials, Hendrickson shows that these leaders played critical roles when military force was used and were often instrumental in promoting transatlantic consensus. Hendrickson offers a focus on actual diplomacy within NATO unmatched by any other study, providing previously unreported accounts of closed sessions of the North Atlantic Council to show how these four leaders differed in their impacts on the alliance but were all critical players in explaining how and when NATO used force. Throughout the 1950s, the alliance developed the Southern Flank and in 1959 it was finally stabilized as fractious Greek-Turkish relations were improved by the temporary settlement over Cyprus. The Southern Flank of NATO, 1951–1959: Military Strategy or Political Stabilization examines, among other things, the initial negotiations of 1951-52, the Southern Flank’s structure and function and relative value in NATO’s overall policy, and the alliance’s response to the challenges in the eastern Mediterranean in the early Cold War. It explores not only the military aspects of the Southern Flank, but also the more controversial political aspects: the admission of Greece and Turkey to NATO, the short-lived military cooperation between these states and Yugoslavia during 1953-55 and the effects of the deterioration in Greek-Turkish relations from 1955 due to Cyprus. It also focuses on the part played by other major members of the alliance, principally the United States and Britain, in Southern Flank politics and strategy. Thus, it considers how the United States and the U.K. viewed the power balance between the three Southern Flank members and how the Americans sought to influence affairs through financial, military and technical assistance, including the construction of U.S. bases in Italy, Greece, and Turkey. The book also assesses the threat posed to the Southern Flank at various points by rising tensions in the Middle East. More generally, the book illuminates the complexities of intra-alliance dynamics in a region full of Cold War tensions. However, in its Middle Eastern/Eastern Mediterranean neighborhood, it was not only the Cold War that provided tensions, since the Arab-Israeli dispute and the tensions of decolonization further complicated the picture. Thus, the study of the Southern Flank is a test case of a Cold War theater which was subjected to additional historical pressures, creating a nexus of problems which the Western Alliance needed to address within its effort to respond to the various challenges of the Cold War.
