The question of whether democracy and development are allies or adversaries has long been debated and with the triumph of the democratic spirit worldwide the relationship between democracy and development has once again come to attract much attention globally. The collapse of the Soviet Union and the developments in Eastern Europe led to considerable rethinking in political circles on the efficacy of the economic policies pursued in those countries and the long-term viability of political systems prevalent there. Elsewhere, several newly industrialized countries are striving to consolidate their gains, though there are differing perceptions of whether their politics conform to the classical framework of democracy or not. In a remarkable turn-around, some other countries have initiated measures for economic reforms and structural adjustment, setting aside their earlier approaches towards economic management. In short, the last decades of this millennium have witnessed meaningful efforts worldwide on forging a new partnership between democracy and development. In February 1996, the Commonwealth Parliamentary Association jointly organized a conference entitled 'Parliamentary Democracy and Development': Allies or Adversaries?’ with the Wilton Park, an international agency of the British Commonwealth and Foreign Office in Wilton House, West Sussex, United Kingdom. The week-long conference brought together parliamentarians, diplomats, administrators, political scientists, economists and specialists from all over the world. The participants shared their views and experiences on diverse aspects of the main theme. This publication presents an essentially parliamentary perspective on the correlation between democracy and development based on the discussions at the Wilton Park conference and in the light of current thinking on the subject matter.

But the alternatives—dictatorship or totalitarian rule—are more in keeping with the traditions of Central Europe. And for many post-Communist societies, democracy has come to be associated with inflation, unemployment, crime, and corruption. Is it still true, then, as Winston Churchill suggested a half-century ago, that people will accept democracy with all its faults—because it is better than anything else? To find out, political scientists Richard Rose, William Mishler, and Christian Haerpfer examine evidence from post-Communist societies in eastern Europe. Drawing on data from public opinion and exit polls, election results, and interviews, the authors present testable hypotheses regarding regime change, consolidation, and prospects for stabilization. The authors point out that the abrupt transition to democracy in post-Communist countries is normal; gradual evolution in the Anglo-American way is the exception to the rule. While most recent books on democratization focus on Latin America and, to some extent, Asia, the present volume offers a unique look at the process currently under way in nine eastern European countries: the Czech Republic, Hungary, Slovakia, Poland, Slovenia, Bulgaria, Romania, Belarus, and Ukraine. Despite the many problems these post-Communist societies are experiencing in making the transition to a more open and democratic polity, the authors conclude that a little democracy is better than no democracy at all.

Book excerpt: Welfare, Ethnicity, and Altruism applies the controversial theory of 'Ethnic Nepotism', first formulated by Irenäus Eibl-Eibesfeldt and Pierre van den Berghe, to the modern welfare state (both are authors in this volume). This theory states that ethnic groups resemble large families whose members are prone to cooperate due to 'kin altruism'. Recent empirical findings in economics and political science offer confirmatory evidence. The book presents two separate studies that compare welfare expenditures around the world, both indicating that the more ethnically mixed a population becomes, the greater is its resistance to redistributive policies. These results point to profound inconsistencies within ideologies of both left and right regarding ethnicity.
