A major contribution of the book is to study the politics of the two basic contending classes-the capitalist class and the working class as represented by the Left. It is this that determined which class perspective exercised ideological hegemony or influence over the national movement and, consequently, over the post-colonial Indian state. An examination of the Indian national movement's 'idea of India', implemented by the post-colonial Indian state led by Jawaharlal Nehru forms a core theme of the book. It also discusses Indira Gandhi shaping the Indian economy, taking the Nehruvian path to its logical conclusion and then initiating the shift to economic reform. Finally, it discusses at length the growing challenge of perhaps the longest lasting legacy of colonialism-religious communalism-which threatens India's integrity today.

Book excerpt: In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. Departing from this observation, but integrating the wider imperial context of this historical shift by examining developments in the British Empire, the first part of this study analyses how the science of political economy was linked to the emergence of new identities, social practices as well as forms of political intervention and resistance in not only metropolises and colonies, but also the wider context of the Pax Britannica. The second part of the study analyses how these global entanglements shaped the conditions which made the emergence of anti- and postcolonial counter discourses and practices in India possible. By tracing how Indian imaginings of postcolonial modernity and concomitant practices of resistance emerged from engagements with globally circulating discourses on political economy, it shows the mutual entanglement between Western modernity and its postcolonial alternatives.

Book excerpt: In Stages of Capital, Ritu Birla brings research on nonwestern capitalisms into conversation with postcolonial studies to illuminate the historical roots of India’s market society. Between 1870 and 1930, the British regime in India implemented a barrage of commercial and contract laws directed at the “free” circulation of capital, including measures regulating companies, income tax, charitable gifting, and pension funds, and procedures distinguishing gambling from speculation and futures trading. Birla argues that this understudied legal infrastructure institutionalized a new object of sovereign management, the market, and along with it, a colonial concept of the public. In jurisprudence, case law, and statutes, colonial market governance enforced an abstract vision of modern society as a public of exchanging, contracting actors free from the anachronistic constraints of indigenous culture. Birla reveals how the categories of public and private infiltrated colonial commercial law, establishing distinct worlds for economic and cultural practice. This bifurcation was especially apparent in legal dilemmas concerning indigenous or “vernacular” capitalists, crucial engines of credit and production that operated through networks of extended kinship. Focusing on the story of the Marwaris, a powerful business group renowned as a key sector of India’s capitalist class, Birla demonstrates how colonial law governed vernacular capitalists as rarefied cultural actors, so rendering them illegitimate as economic agents. Birla’s innovative attention to the negotiations between vernacular and colonial systems of valuation illustrates how kinship-based commercial groups asserted their legitimacy by challenging and inhabiting the public/private mapping. Highlighting the cultural politics of market governance, Stages of Capital is an unprecedented history of colonial commercial law, its legal fictions, and the formation of the modern economic subject in India.
