Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Book excerpt: Agriculture in Central Asia is vulnerable to climate change due to rising aridity, declining availability of water resources for irrigation, and low adaptive capacity. We use climate data from CMIP5 with RCP8.5 for greenhouse gas emissions and the DSSAT crop model to investigate how yields of key crops in Central Asia will be affected by climate change. We distinguish changes in yields between spring and winter plantings, between irrigated and rainfed crops, and between crops grown with high and low amounts of fertilizer. The results suggest that countries (and areas within countries) that either have moderate summers or grow a number of crops in a relatively cold winter will benefit from climate change, while countries that grow many of the crops in the summer will experience losses.

Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.

The transformation of Central and Eastern European agriculture started almost a decade ago. Looking back, it can be seen that the countries concerned made the right choice in setting their overall goals and policies for transition to a market economy, but the social costs have been high. Under the present economic and political conditions in the region, there is no alternative to the creation of a market economy based on private ownership. However, given the developments of the past eight years, it is clear that the initial expectations for transformation were overly optimistic and the transition process is far more complicated and complex than anyone imagined in 1991. The region's agrarian economy is still struggling to adjust to economic reality. This volume presents a fascinating overview of social assessments carried out in Central Asia and Turkey as they relate to the preparation of World Bank agricultural projects designed to support the transition of agriculture from a socialist, or semi-feudal, system to a modern market-conforming system. Taking a retrospective look at the agricultural transition in the region, one could come to the conclusion that the social aspects of the transition have been given short shrift. Increased social tensions created by the delayed reforms have brought these problems to the forefront of agricultural policy decisionmaking and have put pressure on the governments to solve them. Book excerpt: Thirty years have elapsed since the fall of communist governments in Eastern Europe and the Soviet Union. The collapse of political structures took with it regimes of highly administered management of agri-food systems. The shift from state management to markets has been generally known as the agricultural transition. The term is most frequently used in reference to the former Soviet Union and Eastern Europe, but key features of a move from dominant state intervention to greater reliance on markets characterized reforms in China after 1978, Vietnam in 1986 and thereafter, and many countries in Africa south of the Sahara during the years of structural adjustment in the 1990s. The policy reforms that constitute an agricultural transition are intrinsically difficult and made even more so when undertaken under conditions of crisis-induced chaos. Lessons from countries that have undergone the process might be of use, either as guidance or cautionary notes, to leaders and civil society groups in countries such as Venezuela that may be embarking on a transition or swept into one by circumstance. The paragraphs below attempt to summarize lessons from the early transition in Russia, Central Asia, and Eastern Europe in the 1990s.

The development of ICTs is a major driver of economic growth. It is also an accelerator for innovation and change. FAO has been promoting the use of ICTs in agriculture and has focused on ICT innovation in improving agricultural production and value chains. However, innovation is an elusive combination of people, processes and technologies. Many projects put technology alone at the core of proposed solutions intended to address emerging and existing challenges, but this is not a sustainable solution in many cases. Recently, FAO and the International Telecommunication Union, have jointly prepared a National e-Agriculture Strategy Guide which aims to help countries mainstream ICTs into agriculture and develop or revitalize e-agriculture strategies in line with agricultural goals and priorities. This paper is intended to assist policy-makers and stakeholders of e-agriculture in transition economies to map the policy and technological environment in their countries, would show case e-agriculture initiatives in Central and Eastern Europe and Central Asia and provide with recommendations on formulation of e-agriculture strategies.

Harris addresses questions of when, how, and why agriculture and settled village life began east of the Caspian Sea. The book describes and assesses evidence from archaeological investigations in Turkmenistan and adjacent parts of Iran, Uzbekistan, and Afghanistan in relation to present and past environmental conditions and genetic and archaeological data on the ancestry of the crops and domestic animals of the Neolithic period. It includes accounts of previous research on the prehistoric archaeology of the region and reports the results of a recent environmental-archaeological project undertaken by British, Russian, and Turkmen archaeologists in Turkmenistan, principally at the early Neolithic site of Jeitun (Djeitun) on the southern edge of the Karakum desert. This project has demonstrated unequivocally that agropastoralists who cultivated barley and wheat, raised goats and sheep, hunted wild animals, made stone tools and pottery, and lived in small mudbrick settlements were present in southern Turkmenistan by 7,000 years ago (c. 6,000 BCE calibrated), where they came into contact with hunter-gatherers of the "Keltiminar Culture." It is possible that barley and goats were domesticated locally, but the available archaeological and genetic evidence leads to the conclusion that all or most of the elements of the Neolithic "Jeitun Culture" spread to the region from farther west by a process of demic or cultural diffusion that broadly parallels the spread of Neolithic agropastoralism from southwest Asia into Europe. By synthesizing for the first time what is currently known about the origins of agriculture in a large part of Central Asia, between the more fully investigated regions of southwest Asia and China, this book makes a unique contribution to the worldwide literature on transitions from hunting and gathering to agriculture.
