Book excerpt: The management by the Department of the Interior of the exploration, development, and production of natural gas from federal lands in the Outer Continental Shelf (OCS) was studied. The Gulf of Mexico was chosen for the study because this region, which supplies almost all of the natural gas obtained from OCS areas, is responsible for about 18 percent of the nation's natural gas consumption. The Department of Energy (DOE) and the Department of the Interior have taken little or no action to develop an overall natural gas policy. The only government requirement affecting the pace of exploration and development is the law which requires a lessee to produce economical quantities of natural gas within 5 years or relinquish its lease. There are no requirements controlling how rapidly the natural gas should be extracted. Interior could not gauge whether lessees in the Gulf of Mexico had been diligent with respect to the level of production that could be achieved with the facilities installed.

Impediments, or constraints, to developing, producing, and delivering these resources can lead to price increases or supply disruptions. Previous analyses have identified lack of access to natural gas resources on federal lands as such an impediment. However, various other environmental constraints, including laws, regulations, and implementation procedures, can limit natural gas development and production on both federal and private lands. This report identifies and describes more than 30 environmental policy and regulatory impediments to domestic natural gas production. For each constraint, the source and type of impact are presented, and when the data exist, the amount of gas affected is also presented. This information can help decision makers develop and support policies that eliminate or reduce the impacts of such constraints, help set priorities for regulatory reviews, and target research and development efforts to help the nation meet its natural gas demands.

Book excerpt: Recent expansion in natural gas production has made the resource an increasingly significant component in the U.S. energy market. Further, a number of policies recently proposed and/or promulgated at the federal, state, and local levels may serve to accelerate this development. Examples of federal policies include U.S. Environmental Protection Agency air standards for power plants and vehicles, as well as bills introduced in the 114th Congress to promote increased natural gas production on federal lands, amend provisions in the tax code to incentivize natural gas production and use, and streamline the approval, permitting, and/or construction of natural gas infrastructure. Many of these proposals promote technology and infrastructure investments that could be significant and long lasting. For this reason, some stakeholders recommend a thorough analysis of the costs and benefits of these proposals as well as a full assessment of the economic and environmental impacts of increased natural gas development. Fuel-switching strategies from other fossil fuels to natural gas have the potential to impact many segments of the general economy, including jobs, investments, infrastructure, national security, human health, safety, and the environment. The net climate impact of replacing other fossil fuels with natural gas depends upon a number of analytic assumptions, including the choice of fuel, end-use sector, equipment, and processes modeled. This book presents a comparative analysis of the potential climate implications of switching from coal to natural gas in the domestic electric power generating sector. Furthermore, this book provides information on the natural gas industry and the types and sources of air pollutants in the sector. It examines the role of the federal government in regulating these emissions, including the provisions in the Clean Air Act and EPAs regulatory activities. It concludes with a brief discussion of the aforementioned outstanding issues.
