Book excerpt: Major international, interdisciplinary research programmes are now underway to increase our understanding of how the Earth System operates and how it is changing through the effects of human activities. Although understanding and predictive capacity are still limited, scientists already agree that significant global changes must be expected in the next 50 years that will affect the capacity of the Earth to sustain life. Governments, business and industry have, therefore, come to recognize that scientific knowledge about the changing global environment - as yet incomplete but rapidly evolving - is becoming indispensable for wise long-term policy making, the goal being to design preventive, adaptive and remedial measures. Thus global change science and policy making are engaged in a process of forming a new partnership that is taking shape as further insights evolve. Effective continuous interactions between the partners requires mutual understanding: decision-makers need to understand the unique potential but also the limitations of the results of scientific research in progress while scientists must take into account the priorities and constraints of policy-makers in designing and implementing policies that will promote long-term sustainability of life on this planet. This book contributes in a unique manner to this mutual understanding: It gives an overview of the ongoing relevant research focusing on the two major international programmes, the International Geosphere-Biosphere Programme and the World Climate Research Programme. These are described in terms understandable to the interested lay reader. The results of the latest review of the Intergovernmental Panel on Climate Change (IPCC) are included. This is followed by an analysis of the response process that is in progress with respect to governments - singly and multilaterally - by business and industry and by public interest groups. This process is leading to interactive structures, assessment procedures and legislation, nationally and internationally. Business and industry are changing from mere watchfulness to recognition of new opportunities for products and processes. Six interviews with prominent figures from business and government circles in the Netherlands provide a vivid illustration of the questions at issue. The appendices provide overviews of methods for incorporating the results of global change science into policy-making and development of long lasting projects. Adaptation to climate change serves as an example. Thus, for the first time, one book describes both ongoing research work in global change and the response processes that the research results are evoking. It is of interest to all stake-holders in the scientific community as well as to decision-makers in industry, business and government.

This book focuses on this nexus but broadens the framework to study the issue. Growth is seen as global growth, which affects the global environment and climate change. Global growth, in particular high economic growth rates, imply a fast depletion of renewable and non-renewable resources. Thus this book deals with the impact of the environment and the effect of the exhaustive use of natural resources on economic growth and welfare of market economies as well as the reverse linkage. It is arranged in three parts: Part I of the book discusses the environment and growth. There, Greiner and Semmler incorporate the role of environmental pollution into modern endogenous growth models and use recently developed dynamic methods and techniques to derive appropriate abatement activities that policymakers can institute. Part II looks at global climate change using these same growth models. Here, too, the authors provide direct and transparent policy implications. More specifically, the authors favour tax measures, such as a carbon tax, over emission trading as instruments of mitigation policies. Part III evaluates the use and overuse of renewable and non-renewable resources in the context of a variety of dynamic models. They, in particular, consider the cases when resources interact as an ecological system and analyze issues of ownership of resources as well as policy measures to avoid the overuse of resources. In addition, not only intertemporal resource allocation but also the eminent issues relating to intertemporal inequities, as well as policy measures to overcome them, are discussed in each part of the book.

Since the second half of the 1980s, there has been an increasingly frequent use of the term "sustainable development", to refer to the preoccupation that the production of goods and services may decrease standards of living. It is natural to analyze this question from the point of view of economic models, which may be helpful in at least identifying the main factors behind such preoccupations and perhaps in suggesting policy measures. Indeed, models are useful to discuss some relevant factors, like the structure of production of the economy, the type of preferences and goals pursued by agents, and the elements of uncertainty. This monograph will consider some of these themes: there will be a study of the analytical framework which can be used for the purpose of defining and analyzing sustainability, and some discussion of how to calibrate a restricted version of the model to empirical data. There will be also some analysis about which type of uncertainty should be incorporated into the model, and which objective functions may be useful for policy purposes. Also, there will be discussions about the key variables which should be included, and some description of a general framework.

The aim of the symposium was to bring together different theoretical and implementational perspectives on modelling for sustainable development. We hope that this volume will inform a wide audience about the perspectives and progress in this important area of research, as well as stimulate further research, notably on applied modelling and practical methods for the analysis of sustainable development at various (spatial) scales.
