Their essays address the cultural worlds that crystallize around technologies, the challenges to democracy that they pose, and the responsibility of modern technology for forcing a public response to new social and moral issues. Three themes define the three sections into which the volume is divided: "New Worlds," "New Technologies," and "New Issues." The essays in the section "New Worlds" range from optimism that new technologies will produce a better world than that of 1992, through a nonjudgmental discussion of the transformation of our "lifeworld" that new technologies are effecting, to deep concern for the viability of the world that modern technology has already created. In "New Technologies," the focus is on political responses to modern technologies. The authors in this section see the challenge to understanding and controlling our technological world in reshaping existing relations of social power and authority, and in creating new institutions more adequate to the sociopolitical realities of the process of technological innovation. While the contributors in the first two sections of the volume argue that broad changes in values and institutions are preconditions of a more beneficent relationship among people, nature, and technology, those in the section "New Issues" adopt narrower, more specific, viewpoints. Their essays address the political values underlying the Deep Ecology movement, the ethics of military technologies, the capacity of democratic institutions for a public role in setting technology policies, and science and technology literacy mechanisms. Promoting the technological objectives of competitiveness and security poses a daunting task, as these objectives can differ significantly in terms of autonomy, the private sector's role, and the time frame involved. The difficulties inherent in meeting these competing needs for technological investment and resources are exacerbated by growing technological globalization. American Technology Policy analyzes the ongoing efforts of politicians, legislators, policymakers, and industry leaders to balance their often-conflicting technological requirements. J. D. Kenneth Boutin examines recent trends and developments in American technology policy as it strives to support high-technology firms without undermining national security. He then considers issues of autonomy, relations between the federal government and industry, and the time frame involved in formulating and implementing policy initiatives, all in the context of globalization. Though satisfying the ambitious American technological agenda is difficult, it is impossible for authorities to avoid making the effort, given the high stakes involved. It provides empirical evidence to examine the extent to which STI policies are contributing to the development of the region, as well as to the solution of market failures and the stimulus of the region’s innovation systems. Since the pioneering work of Solow (1957), it has been recognized that innovation is critical for economic growth both in developed and in less-developed countries. Unfortunately Latin America lags behind world trends, and although over the last 20 years the region has established a more stable and certain macroeconomic regime, it is also clear that these changes have not been enough to trigger a process of innovation and productivity to catch-up. Against this rather grim scenario there is some optimism emerging throughout the region. After many years of inaction the region has begun to invest in science, technology and engineering once again. Furthermore, after many changes in innovation policy frameworks, there is now an emerging consensus on the need for a solution to coordination failures that hinder the interaction between supply and demand. Offering an informative and analytic insight into STI policymaking within Latin America, this book can be used by students, researchers and practitioners who are interested in the design and implementation of innovation policies. This book also intends to encourage discussion and collaboration amongst current policy makers within the region.
