The net zero transformation creates opportunities, jobs and spurs investments and innovation. Nordic climate neutral societies are in social and environmental balance. A smarter society with inclusive democracy and long-term policies.

The report presents a range of different visions derived from interviews with Nordic experts and thought leaders and from discussions at the Nordic Pavilion at COP27.

The Nordic Stocktake report is intended as a regional tool to support the Global Stocktake process and spur to further climate action, both within the Nordics and beyond. The Nordic region needs to increase the pace of the green transition if we are to lead by example. The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

This study estimates the potential of digitalized mobility solutions, such as Mobility as a Service (MaaS), to reduce emissions and vehicle kilometers travelled in the Nordic countries. Also, to assess the potential future impact of MaaS, modelling is done to project road transport’s energy consumption, CO2 emissions and total costs in the Nordic countries up to 2050. There are still several barriers to the wider adoption of shared mobility services. We present ways to overcome these barriers with incentives and policy instruments to substitute car ownership, and specify what different actors can do to accelerate this change. Finally we present policy recommendations on how to reduce the dependence on car ownership, reduce the vehicle kilometers driven, and stimulate the demand for greener mobility services.

Book excerpt: Energy markets are already undergoing considerable transitions to accommodate new (renewable) energy forms, new (decentral) energy players, and new system requirements, e.g. flexibility and resilience. Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making.
