Book Canadian Oceans Policy

Download or read book Canadian Oceans Policy written by Don M. McRae and published by UBC Press. This book was released on 2011-11-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with Canada's oceans management policies since the conclusion of the 1982 Convention of the Law of the Sea. That Convention set out a jurisdictional framework for the management of the world's oceans, but it did not provide states with precise guidance on all the issues that can arise. As a state with one of the world's longest coastlines, Canada was one of the principal beneficiaries under the 1982 Convention regime. A study of Canadian policy is particularly significant, as Canadian oceans management places in relief many of the difficult questions yet to be resolved.

Book Federal Property Policy in Canadian Municipalities

Download or read book Federal Property Policy in Canadian Municipalities written by Michael C. Ircha and published by McGill-Queen's Press - MQUP. This book was released on 2013-06-01 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal property issues - especially those involving divestiture - create political disputes at all levels of government. Federal Property Policy in Canadian Municipalities analyzes the emergence of many of these issues involving military bases, airports, and other facilities in communities across Canada. With careful analysis the contributors show the underlying patterns and causes of these conflicts and their resolutions while emphasizing intergovernmental relations and the social forces that are active in property issues. Contributors examine general federal policy as well as issues pertinent to British Columbia, the Toronto waterfront, New Brunswick, and Newfoundland and Labrador. The unprecedented number of cases discussed in these essays provides general conclusions and recommendations for a new orientation that will take local interests and preferences into account from the outset of decision-making. Public property is an understudied field of public policy, particularly as it concerns municipal government. Federal Property Policy in Canadian Municipalities presents a comprehensive treatment of federal property, changes in policy, and the effects these changes have on various levels of government. Contributors include Jeff Braun-Jackson (Memorial University of Newfoundland), Pierre Filion (University of Waterloo), Michael C. Ircha (University of New Brunswick), Leonard Wade Locke (Memorial University of Newfoundland), Robert MacKinnon (University of New Brunswick in Saint John), Kurt Peacock (University of New Brunswick in Saint John), Christopher Sanderson (Government of Manitoba), Tracy Summerville (University of Northern British Columbia), Stephen Tomblin (Memorial University of Newfoundland), Gary N. Wilson (University of Northern British Columbia), John Young (University of Northern British Columbia), and Robert A. Young (University of Western Ontario).

Book Canadian Foreign Policy and the Law of Sea

Download or read book Canadian Foreign Policy and the Law of Sea written by Barbara Johnson and published by UBC Press. This book was released on 2011-11-01 with total page 409 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1960s, there have been intensive international negotiations to revise the law of the sea. These discussions culminated in the convening of the Third United Nations Conference on the Law of the Sea in December 1973 and in four additional sessions up to September 1976. Whether the almost 150 participating states will be able to reach an accord in 1977 or later on, the myriad issues on their agenda is still uncertain. Two major issues have been the extension of coastal-state jurisdiction over resources and activities and the estblishment of an international regime to govern the exploitation of the deep seabed. Canada's most significant role has been that of a leader of the "coastal-state grouping," which has sought to expand states' jurisdiction over fisheries, seabed resources, scientific research, and pollution control within a 200-mile economic zone and sometimes beyond. A number of these Canadian policy goals have already been accepted by a large majority of the participants in the conference. In this role, Canada has found itsself opposed to many of its traditional allies among the developed nations with large fleets engaged in commerce in distant waters, and concerned about the traditional freedom of the high seas, and has aligned itself with the coastal developing nations of Africa, Asia, and Latin America. The seven essays in this volume examine the development of Canadian policies on the major law of the sea issues and the outcome of the negotiations on them. In so doing, the studies have analysed Canada's dramatic seward expansion and involvement in one of teh most important United Nations Conferences.

Book Devolution Port Governance and Port Performance

Download or read book Devolution Port Governance and Port Performance written by Mary R Brooks and published by Elsevier. This book was released on 2006-11-13 with total page 701 pages. Available in PDF, EPUB and Kindle. Book excerpt: The relationship between ports and governments has changed profoundly over the past quarter of a century. Many governments have sought to extract themselves from the business of port operations and, in many cases, the provision of port services has devolved to local governments, communities or private management and administration. As such devolution implies a change in governance model, this trend raises questions about consequent performance. This issue examines the changed port management environment, focusing particularly on government policies such as devolution, regulatory reform and newly imposed governance models, all of which have exerted a significant influence over the nature of that changed environment. The issue is structured so as to first explore the devolution and port reform approaches for 14 countries or regions, before examining how ports are governed and what the choice of governance might mean for their performance. Part I introduces the issue, and provides a framework for defining the basic concepts involved in devolution; it paints a picture of the current port environment, its likely future evolution and the expected impact this will have on the functioning of ports. Part II examines the port industry in 14 countries or administrations, and presents the thinking behind any devolution programs that have been implemented. Part III focuses on port governance and devolution generally, and examines governance from both strategic management and economics perspectives, including topics such as governance models, supranational governance and stakeholder conflict. Part IV examines the measurement of port performance and closes by providing conclusions and a future research agenda. This issue will be of interest to port managers, government officials and academics alike. *Examines the relationship between ports and governments with a focus on devolution *Divided into sections that provide an overview, evaluate the port industry, disucss port governance, and suggest new measures of port performance *14 countries or regions are addressed
