Book excerpt: This handbook has been prepared for Army Medical Department personnel involved in all aspects of materials acquisition. It describes the Medical Materiel Life Cycle System Management process and serves as an instruction manual for new personnel and as a road map for product development action officers to follow. The handbook reflects the latest acquisition initiatives, particularly as they relate to non-major systems. The handbook addresses, and is limited to, responsibilities of the materiel developer, combat developer, logistician, trainer and tester of medical materiel. The Surgeon General's responsibilities associated with the acquisition of non-medical materiel are not included. There are two volumes. Volume One provides an overview of the Army Life Cycle System Management Model, the participants in the medical materiel acquisition process, pre-milestone I activities, and a summary of medical programs -- development, nondevelopment, modified nondevelopment, and product improvement. Volume Two consists of eighteen acquisition process chapters (such as Integrated Logistics Support, Test and Evaluation, and Training) each with accompanying flow charts that show the sequence of events and document flow by time and agency/office responsibility. Narrative descriptions are provided to assist action officers involved in the specific process. The handbook also discusses the regulatory interfaces required for medical material development and production including biological and pharmaceutical product developments.

Book excerpt: The medical industry continuously produces new and improved materiel for the delivery of health care. It continually evaluates clinicians' needs and treatment trends and moves rapidly to meet the demand for new products. The industry uses all available means - basic research, updating old items, combining old and new products and procedures in creative ways to define new products, and developing based on new technologies - to fill identified needs. Gaining a competitive advantage and the quest for profits drive a vigorous industry response. The Army Medical Department's (AMEDD) acquisition process is challenged to match the industry response to clinicians' needs and go even further. Materiel the AMEDD acquires must be affordable, reliable, transportable, maintainable, and credible over a range of environments. The medical acquisition process must meet this more robust challenge to be successful. In an earlier study, two critical first steps for doing so: First, centralize the process under a Deputy Surgeon General for Acquisition, DSG(A) and, second, improve requirements through better coordination of existing methods for identifying requirements. But these steps alone are not enough. The acquisition process needs to capitalize on a preference for nondevelopmental items (NDIs), i.e., those medical industry products that meet both clinical and nonclinical requirements. The AMEDD also needs to integrate the technological expertise found in its research activities into the NDI acquisition process. (TTL).

This pamphlet is designed to provide guidance in enough detail to facilitate the exercise of discretion and prudent business judgment; to structure a tailored, responsive, and innovative acquisition; and give the materiel developer (MATDEV) the flexibility to manage his program and accept reasonable risks. Tailoring should result from discussions between the MATDEV, the combat developer, and the milestone decision authority. The information in this pamphlet applies to acquisition systems development, both weapon systems and Automated Information Systems (AISs). It includes but is not limited to weapon systems; command, control, communications, and computers/information technology systems; national security systems; special access programs (unless specifically excepted per program charter); computer resources integral to those items or systems; system and non-system training aids, devices, simulations, and simulators; embedded training; embedded testing; instrumentation, targets, and threat simulators; and clothing and individual equipment. The information applies to command, control, communications, and computers/in-formation technology systems where the Army is the executive agent for another organization or Service or where a com-mand, control, communications, and computers/information technology system is developed cooperatively with other governments unless such governments can assure their compliance with published U.S. Army acquisition policies and procedures. Unless specifically excluded, the procedures in this pamphlet apply to all acquisition categories (ACATs) I through III, including highly sensitive classified acquisition programs, automated information systems, and clothing and individual equipment. The portions of this pamphlet pertaining to the Army's acquisition, logistics, and technology workforce management apply to Active Army, Department of the Army civilians, the Army National Guard of the United States, and Army Reserve personnel serving in designated acquisition positions. In the case of conflicting guidance, AR 70-1 takes precedence over the discretionary information contained in this pamphlet. If there is conflicting guidance pertaining to contracting, the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and/or Army FAR Supplement (AFARS) take precedence over this pamphlet.

Book excerpt: The Army Medical Department (AMEDD) can improve acquisition management by effectively integrating the efforts of the organizations participating in the process. One step in that direction is to establish a Deputy Surgeon General for Acquisition DSG(A) to provide the central direction, control, and decision authority. That step is only the first; the current AMEDD organizational structure must also be changed. The changes should clarify and improve relationships between acquisition process participants - the DSG(A), user combat developer, materiel developer, and logistician. Our analysis of relationships reveals a role for the medical research community, and we include that role in the acquisition process. We acknowledge its participation by modifying our initial recommendation for a DSG(A) to a recommendations that the AMEDD establish a Deputy Surgeon General for Research and Acquisition DSG(R & A). Successful acquisition projects display certain characteristics. Correctly realigning roles and responsibilities and restructuring relationships can produce organizations that demonstrate those characteristics. Such organizations have small, well-trained, and experienced staffs that communicate effectively; execute a stable program committed to the requirements; report value adding information; operate in short, clear command channels; and focus on improving system development efforts through more R & D involvement in nondevelopmental item acquisition strategies.
