Book excerpt: International Trade Subsidy Rules and Tax and Financial Export Incentives is an inquiry into the interrelations between international trade subsidy rules and the use of tax and financial export incentives by developing countries. Its central claim is that developing countries should be allowed to adopt - based on their right to development - certain such incentives without violating the World Trade Organization (WTO) rules concerning subsidies. It advances the idea that the right to development of developing and least-developed countries (LDCs) entitles them to use tax and financial export incentives vis--vis comparatively more developed nations. However, in order to actualize this right, the existing WTO regulations must go through a process of revision. This process should craft an exception, available exclusively to developing countries and LDCs, allowing them to apply fiscal and financial export incentives against countries with a higher level of development, without being accused of granting prohibited subsidies. As a result of this policy reform, the WTO itself would incorporate development and fair/just trade concerns into its regulatory framework, providing an exceptional treatment for a patently exceptional situation. In doing so, the WTO would be contributing to a more equal international trade scene and a more developed and freer world.

Book excerpt: Despite the mounting criticism that globalization is encountering, the developed countries continue to lose no opportunity to change the rules of the global economy in their favour, regardless of the impact on developing countries and the poor. This book examines one of the most important instances of this: the rich countries' insistence that the WTO not only launch a new round of world trade negotiations, but that rules which were supposed to be confined to trade issues now be extended by means of new agreements protecting foreign direct investment. What is being proposed would be at the expense of the freedom of developing countries to determine their own policies towards foreign capital in tune with their development policy objectives. The two authors of this book have an intimate knowledge of WTO negotiating processes. They explain in detail the North's relentless determination to give privileged protection to the overseas investments of its transnational corporations. These initiatives have included, inter alia, the OECD's failed MAI initiative, the World Bank-sponsored Multilateral Investment Guarantee Agency, and the WTO's General Agreement on Trade in Services (GATS) and Agreement on Trade-related Investment Measures (TRIMS). The authors spell out their consequences for developing countries. They examine whether there is any real case for a new multilateral framework on investment within the WTO. And they propose various options for developing countries to resist what amounts to a new form of Western protectionism, including how a development dimension could be incorporated in any new agreement, should the member countries of the WTO decide to proceed with negotiations. Book excerpt: The prioritization of rice as a strategic food and cash crop in Rwanda has paid dividends, with production increasing by one-third during 2010–2015. However, production expansion has failed to keep pace with growing consumption demand. In 2015, around 30 percent of national consumption was met by imported long grain rice. The paper aims to single out the constraints which have been preventing the Rwandan rice sector to fully seize market opportunities in recent years. Looking at Nominal Rates of Protection faced by agents in the rice value chain over 2005–15, we find rice producers enjoy significant price incentives, mostly as a result of protective trade measures. Other factors, however, appear to be hindering investments in land, the adoption of modern inputs, and the production of high quality rice that can more readily substitute imports. This evidence is used along with recent literature and stakeholder interviews to formulate policy recommendations.

The book raises the question of whether PISA’s dominance in the global educational discourse runs the risk of engendering an unprecedented process of worldwide educational standardization for the sake of hitching schools more tightly to the bandwagon of economic efficiency, while sacrificing their role to prepare students for independent thinking and civic participation.
