It is pointed out that most of the major types of work schedules currently used by law enforcement agencies may be designed with the computerized scheduling system. Features of the schedule subject to control by the designer include distribution of manpower in proportion to the demand for service, periods of days off, periods of on-duty days, watch change conditions, number of on-duty officers, and lengths of assignment to each watch. The procedure for designing a rotating schedule to manning levels for each watch that are proportionate to workload is illustrated. A schedule designed for a 14-man traffic safety unit operating only on the day and afternoon watches is also shown. The type of input information required is listed, and the training and skills necessary to run the schedule design programs are described. The computer costs for schedule design are considered low, with variance according to the number of schedules designed annually and their complexity.

Book excerpt: V.1. Methods and conclusions of a project to develop computerized techniques for constructing work schedules for police officers are presented. The design of a police work schedule involves 1) determination of the appropriate manning levels for each watch and day of work, 2) construction of suitable sequences of watch assignments and of days worked and days off for each officer, and 3) development of procedures for dealing with common problems of schedule administration, should they arise at any time after the schedule is implemented. This project developed a set of computer programs to perform the first two stages of the design procedure, and simple manual procedures for the third. The computer programs permit the schedule designer to specify the values of, or ranges of acceptable values for, many of the schedule's most important attributes. They also provide a capability for trading off the values of significant attributes against one another when design constraints will not permit simultaneous optimization of all of them. The programs were tested by using them to design schedules for the St. Louis Metropolitan Police Department. -- V.2. Appendixes are presented to a report on a project to develop computerized techniques for constructing police work schedules. Appendix A evaluates attainment of major project objectives, with a discussion of the extent to which some of the procedures proposed for use both in meeting these objectives and in securing police department acceptance and understanding were successful. This is followed by a discussion of problem areas in the overall field of computerized scheduling which would benefit from future attention. The report concludes with a review of some of the major considerations involved in implementing a computerized scheduling system within a police department, in this case the St. Louis Police Department. Appendix B is a program user's manual and it describes how to use each of the three programs that were developed during the project. It indicates the formats for input data and discusses the limitations and constraints applicable to each program.

Information was collected on 26 different work schedules and a variety of related areas, such as rotation practices, use of teams, and perceived advantages and disadvantages of specific schedules. Completed questionnaires were returned from 385 agencies (83.2%). The questionnaire was divided into four areas: patrol, traffic, investigation and dispatch. Survey responses were categorized into six law enforcement types, ten agency size groupings, and seven geographic areas. The complete questionnaire, including a detailed description of each work schedule studied, is included. A primary objective of this report is to provide work schedule information to assist individual agencies to assess and plan schedules that best meet their needs. POST recommends, however, that any decision by an agency to alter its existing work schedule should be made only after a thorough analysis of its workload.

Quora is a great outlet for people like me. I stumbled on the site a little more than a year ago, and almost 600 answered questions later, there's enough material for a book. Law enforcement is a passion for me, not for the power trip or the adrenaline rush, but because it can be a truly noble vocation when done right. People depend on law enforcement officers to protect them from predators, see that the bad guys are held to account for their acts, and establish order out of chaos. The authority that cops have is a sacred public trust. Most officers carry out their duties proudly and honorably, but there will always be a few who abuse that trust. The short essays here are about both sides of that issue. These answers are also about separating some of the myths of police work from the reality. There have been so many dramatic depictions of law enforcement, some of them very realistic and others that seem realistic, that people tend to believe they know how cops work and why they do what they do. Tim Dees EXCERPT FROM THE BOOK Is It TRUE That Parking Patrol Officers Can NOT Stop Writing A Ticket Once They Have Started? Some agencies do in fact have a policy that an officer, police, parking or otherwise, can't discard a citation once they have started writing it. Virtually all of them have some process for voiding a citation issued in error once the citation has been issued, but this process is carefully monitored to prevent abuse. Absent a monitored process, the system is easily manipulated. Someone makes a call to a person in the police department who has influence, and that person contacts the officer who issued the ticket. They persuade the officer to void the ticket. If the voided ticket appears to be correct in format, e.g. license plate matches the vehicle description, violation is appropriate for that location, etc. then whoever is in charge of reviewing the voided citations is supposed to follow up and find out if the citation was voided for a legitimate reason or as a favor to someone. Most of the time, when the issuing officer has started the citation form (and many of them are generated via handheld computer these days) and the violator runs up and asks them to stop, the violation is legitimate, and the officer has already looked around for the driver of the vehicle. The typical complaint is "but I was just gone for a minute" (which may or may not be true). In any event, there is seldom a provision in the law for parking there for a minute-you aren't supposed to park there at all. So, in short, it's usually true that the officer is not supposed to stop once they have begun issuing the citation. Buy the book to read more!
