Book excerpt: The idea that merging municipalities will improve local services and economic competitiveness has its roots deep in the nineteenth century. Municipalities in the US were first merged as early as 1848. However, despite being merged at the turn of the twentieth the city of New York was effectively bankrupt by 1975. In contrast metropolitan Boston - often seen as a recent success story in global competition - comprises 282 distinct municipalities. Outside the United States, forced municipal mergers were a popular policy in many European countries and Canadian provinces during the 1960s and 1970s. The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period – both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury. In the concluding chapter he examines the case for municipal amalgamation on the Island of Montreal and argues that those who would abolish locally elected municipal councils are obligated to explain very carefully - especially in light of evidence to the contrary - exactly why they think such drastic measures are necessary. A compelling examination of a timely issue, Merger Mania is a must-read for anyone interested in the politics of city governments. Andrew Sancton is professor of political science at University of Western Ontario and the author of several books on city politics.

This book was released on 1994-01-01 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: The television spectacles of Oka and the Rodney King affair served to focus public disaffection with the police, a disaffection that has been growing for several years. In Canada, confidence in the police is at an all-time low. At the same time crime rates continue to rise. Canada now has the dubious distinction of having the second highest crime rate in the Western world. How did this state of affairs come about? What do we want from our police? How do we achieve policing that is consistent with the Charter of Rights and Freedoms? The essays in this volume set out to explore these questions. In their introduction, the editors point out that constitutional order is tied to the exercise of power by law enforcement agencies, and that if relations between the police and civil society continue to erode, the exercise of force will rise - a dangerous prospect for democratic societies.

Book Diversity and Justice in Canada

Download or read book Diversity and Justice in Canada written by Douglas Edwin King and published by Canadian Scholars Press. This book was released on 1999 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The composition of the Canadian populace has changed dramatically since the 1970s. Recent demographic data indicate that the number of minority groups has burgeoned. Aside from obvious social and cultural changes confronting these groups in their assimilation and integration as Canadians, they also represent varying challenges for our criminal justice system. Furthermore, our notion of what constitutes minority groups has also evolved over recent years. Where once the criminal justice system saw only Canada's First Nation people as its primary minority group, it must today contend with the broader range of groups. In fact, very few studies have examined the treatment of other minority groups within the Canadian criminal justice system and very few criminology or criminal justice textbooks have reflected these changes. This reader fills the void in the existing literature.
