Book excerpt: In this, the first register for PCCs, we find that there is a massive gap between Commissioners' costs and their other activities. A system of local scrutiny makes sense for PCCs, but the public cannot possibly judge whether their PCC is upholding the standards of the office and giving them a good deal unless they make a comparison with other PCCs. Some Commissioners have already failed to meet the deadline for publishing information online, but there is no one in Government keeping track. A national register is vital for local accountability. Police and Crime Panels must redouble their oversight of their PCCs. Already there has been a suspension of a chief constable without consultation in Lincolnshire, controversial personal and political appointments without scrutiny by the PCP in Kent and other areas, and PCCs with second, third and even fourth jobs. We need to guard against maverick decision-making. PCCs have national responsibilities as well as local. It is right that they should meet the same standards of disclosure as chief constables. In future, the Government must commission a full register from an independent national body, such as HMIC

Some Commissioners have fallen well short of the public's expectations and urgent reforms are needed to ensure that this concept does not put at risk public trust and engagement in the police, the very objectives for which PCCs were brought in. New Commissioners should have a transition period of one month between election and taking office. The hiring of deputies and the decision to remove chief constables are critical decisions for local communities and it is vital that the amount of the scrutiny applied to commissioners by police and crime panels increases. Panels' powers must be strengthened and extended to ensure that any decision to remove a chief constable is the right one for the public. Only this will provide full public confidence. Deputies should not be cronies that are given their job on the basis of nepotism. Panels should have the power of veto over the appointment of a deputy commissioner, where they have not stood for election alongside the commissioner. By electing Deputies on the same ticket we ensure that the public will be able to have their say on someone who often acts with the powers of the Commissioner. Though good working relationships between chief constables and PCCs are welcomed, the arrangement should never be too cosy. The setting of targets by PCCs must not promote the manipulation of crime figures and all PCCs should review their auditing arrangements immediately

Homicides jumped nearly 17 percent in 2015 in the largest 50 cities, the biggest one-year increase since 1993. The reason is what Heather Mac Donald first identified nationally as the “Ferguson effect”: Since the 2014 police shooting death of Michael Brown in Ferguson, Missouri, officers have been backing off of proactive policing, and criminals are becoming emboldened. It deconstructs the central narrative of the Black Lives Matter movement: that racist cops are the greatest threat to young black males. On the contrary, it is criminals and gangbangers who are responsible for the high black homicide death rate. The War on Cops exposes the truth about officer use of force and explodes the conceit of “mass incarceration.” A rigorous analysis of data shows that crime, not race, drives police actions and prison rates. The growth of proactive policing in the 1990s, along with lengthened sentences for violent crime, saved thousands of minority lives. For a single two-year span, as chief counsel to the Knapp Commission, he was charged with investigating them. Based on Armstrong's vivid recollections of this watershed moment in law enforcement accountability—prompted by the New York Times's report on whistleblower cop Frank Serpico—They Wished They Were Honest recreates the dramatic struggles and significance of the Commission and explores the factors that led to its success and the restoration of the NYPD's public image. Serpico's charges against the NYPD encouraged Mayor John Lindsay to appoint prominent attorney Whitman Knapp to chair a Citizen's Commission on police graft. Overcoming a number of organizational, budgetary, and political hurdles, Chief Counsel Armstrong cobbled together an investigative group of a half-dozen lawyers and a dozen agents. Just when funding was about to run out, the "blue wall of silence" collapsed. A flamboyant "Madame," a corrupt lawyer, and a weasely informant led to a "super thief" cop, who was trapped and "turned" by the Commission. This led to sensational and revelatory hearings, which publicly refuted the notion that departmental corruption was limited to only a "few rotten apples." In the course of his narrative, Armstrong illuminates police investigative strategy; governmental and departmental political maneuvering; ethical and philosophical issues in law enforcement; the efficacy (or lack thereof) of the police's anticorruption efforts; the effectiveness of the training of police officers; the psychological and emotional pressures that lead to corruption; and the effects of police criminality on individuals and society. He concludes with the effects, in today's world, of Knapp and succeeding investigations into police corruption and the value of permanent outside monitoring bodies, such as the special prosecutor's office, formed in response to the Commission's recommendation, as well as the current monitoring commission, of which Armstrong is chairman.
