Book excerpt: Ships operating in the Arctic and Antarctic environments are exposed to a number of unique risks. Poor weather conditions and the relative lack of good charts, communication systems and other navigational aids pose challenges for mariners. The remoteness of the areas makes rescue or clean-up operations difficult and costly. Cold temperatures may reduce the effectiveness of numerous components of the ship, ranging from deck machinery and emergency equipment to sea suctions. When ice is present, it can impose additional loads on the hull, propulsion system and appendages. The Guidelines for ships operating in polar waters aim at mitigating the additional risk imposed on shipping in the harsh environmental and climatic conditions that exist in polar waters. This publication should be of interest to maritime administrations, ship manufacturers, shipping companies, cruise and tour operators, education institutes and others concerned with the safe operation of ships in polar waters.

Book excerpt: The age and condition of the U.S. Coast Guard's polar icebreakers are jeopardizing national security and scientific research in the Arctic and Antarctic, according to an interim report from the National Academies. Because of a shortfall in funding for U.S. polar icebreaking activities, long-term maintenance on these icebreakers has been deferred over the past several years, making the ships inefficient to operate and their technological systems outdated. Congress asked the National Academies to provide a comprehensive assessment of the current and future roles of U.S. Coast Guard polar icebreakers in supporting U.S. operations in the Antarctic and the Arctic, including scenarios for continuing those operations and alternative approaches, the changes in roles and missions of polar icebreakers in the support of all national priorities in the polar regions, and potential changes in the roles of U.S Coast Guard icebreakers in the Arctic that may develop due to environmental change. This brief interim report highlights the most urgent and time-dependent issues, and a final report, expected to be released next summer, will examine the type and number of icebreaking ships that the U.S. requires in the long term and other issues.

Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Given her versatility, the ship can also be deployed in a variety of other research fields. Generally the ship is laid out for following research works: meteorology, geophysics, oceanography, marine biology, marine chemistry, glaciology, fisheries, communications, marine technology ... the vessel is designed as an icebreaking exploration and supply unit. The lines of the ship are laid out to influence the navigation characteristics favourably both in ice and in ice-free waters. Particular attention has been paid to operational reliability and safety aspects given the fact that the vessel will operate in regions with low shipping frequency. Machinery and equipment are largely protected against influence of the cold so that exposed moving parts remain operational down to temperatures of [about] -30°C. Ship operations will be practicable down to approximately -50°C. The handling equipment installed on board permits the loading and unloading of goods ... there are all requisite installations needed to deploy and carry two helicopters. The ship will be assigned "ARC 2" ice class requirements and is of double-hulled construction. Two CP propellers are filled inside Kort-nozzles to guard against ice damage. Each propeller shaft is driven through reduction gears by two medium-speed diesel engines. Either one or two engines can be coupled to a shaft to cover a wide range of propulsion power demands. Excellent manoeuvring characteristics are achieved by the combination of CP propellers, a centre rudder directly hinged to the deadwood and protected by an ice spur as well as one bow and one stern thrust unit. The continuous duct keel contributes to improved seakeeping qualities (roll stability) and increased course stability respectively. ... Economical aspects relating to the ship's intended deployment have been implemented by ensuring ... the interchangeability of research facilities ... and by providing the requisite shipboard handling equipment. Book excerpt: The International Code for Ships Operating in Polar Waters has been developed to supplement existing IMO instruments in order to increase the safety of ships' operation and mitigate the impact on the people and environment in the remote, vulnerable and potentially harsh polar waters. The Code acknowledges that polar water operation may impose additional demands on ships, their systems and operation beyond the existing requirements of the International Convention for the Safety of Life at Sea (SOLAS), 1974, the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto as amended by the 1997 Protocol (MARPOL), and other relevant binding IMO instruments. The Code acknowledges that the polar waters impose additional navigational demands beyond those normally encountered. In many areas, the chart coverage may not currently be adequate for coastal navigation. It is recognised even existing charts may be subject to unsurveyed and uncharted shoals. The Code also acknowledges that coastal communities in the Arctic could be, and that polar ecosystems are, vulnerable to human activities, such as ship operation. The relationship between the additional safety measures and the protection of the environment is acknowledged as any safety measure taken to reduce the probability of an accident, will largely benefit the environment. While Arctic and Antarctic waters have similarities, there are also significant differences. Hence, although the Code is intended to apply as a whole to both Arctic and Antarctic, the legal and geographical differences between the two areas have been taken into account. The key principles for developing the Polar Code have been to use a risk-based approach in determining scope and to adopt a holistic approach in reducing identified risks. It will come into effect only in 2017 for new ships and 2018 for existing ships.
