Book excerpt: This work focuses on researching and establishing the importance of human capital and innovation as determinants of competitive advantages in international trade—in the context of rapidly evolving technological advancement, globalization, and economic integration. The processes that accompany the shift from industrial economics to a knowledge-based economy are currently the object of interest of both scientists, politicians, investors and entrepreneurs. In many countries, the traditional sources of socioeconomic development, such as low labor costs, availability of inexpensive raw materials, and favorable geographic location are waning. These economies are searching for new sources of competitive advantage that will allow for maintaining growth, among other things by boosting participation in international trade. The book explores non-traditional drivers of competitiveness in both theory and practice. First, chapters 1 through 4 present theoretical and methodological aspects of the relationships among international trade, human capital and innovation. Here the authors address the controversy associated with the concept of competitiveness itself and its measurement, while paying special attention to the political development of comparative advantages related to international trade. The second part of the monograph, chapters 5 through 8, is of empirical nature. This section contains case studies of selected countries that represent models of various national innovation systems. Finally, the theoretical and practical aspects are integrated, allowing policymakers and financial and business leaders to consider how their decisions can influence their countries’ competitive positions through their investments in innovation and human capital.

Book excerpt: This book examines the problem of the innovation divide in the world economy, and convergence in innovation performance between leaders and followers, analysed through the prism of Chinese experiences, and explored from an European Union (EU) perspective. The rationale for research conducted in this book is an observation of a significant change in the geography of world innovation, reflected in the emergence of innovation hubs in developing countries and in the shift of manufacturing activity, including high and medium-high technology industries, to emerging economies, mainly China. The book analyses the factors of Chinese innovation success in recent decades, such as: China’s science, technology and innovation policy, increased R&D expenditures, human capital development and the development of clusters and highly specialized industries. It also focuses on the challenges for developed European economies, which are being at risk of losing their knowledge-related sources of competitive advantage. It also offers recommendations for future policy actions. The book’s analysis goes beyond a cross-country comparison, taking into account a regional perspective. The underlying growth model proved vulnerable to shocks, being associated with a high share of nontradable, low domestic savings, and a fragile external position. Convergence to EU income levels was relatively moderate. Economic growth fell following the onset of the global financial crisis and further slowed the pace of convergence. Serbia’s postcrisis income gap remains larger by comparison to more advanced regional economies. Structural bottlenecks continue to undermine overall competitiveness and constrain growth potential.

The authors of The Atlas of Economic Complexity offer readers an explanation based on "Economic Complexity," a measure of a society's productive knowledge. The Atlas of Economic Complexity attempts to measure the amount of productive knowledge countries hold and how they can move to accumulate more of it by making more complex products. Through the graphical representation of the "Product Space," the authors are able to identify each country's "adjacent possible," or potential new products, making it easier to find paths to economic diversification and growth. In addition, they argue that a country's economic complexity and its position in the product space are better predictors of economic growth than many other well-known development indicators, including measures of competitiveness, governance, finance, and schooling. Using innovative visualizations, the book locates each country in the product space, provides complexity and growth potential rankings for 128 countries, and offers individual country pages with detailed information about a country's current capabilities and its diversification options. The maps and visualizations included in the Atlas can be used to find more viable paths to greater productive knowledge and prosperity.

Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).

Book excerpt: Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
