Book excerpt: Like many subfields in comparative politics, civil-military relations experienced a huge shock when communism collapsed in Eastern Europe and later in the Soviet Union. Civil-military relations theories were unable to account for the relatively peaceful transitions from communism to democracy. That is, the armed forces remained on the sidelines despite the social and political revolutions occurring across Eastern Europe. Despite this setback, the field of civil-military relations has rebounded with new ways of examining civil-military arrangements without the pitfall of being dependent upon the type of regime in power. One model that appears to have universal application, the postmodern military model, has thus far only been applied to Western-democratic nations. This dissertation expands the scope of this post-Cold War model to include examination of postcommunist states. The focus is on Poland, to achieve an in-depth understanding of their case, but also includes comparative analysis by including Hungary, Czech Republic, and Romania.

Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. In the twenty-first century, Russia faces postmodern social, cultural, and political problems with its old policy of deterrence. For Russia's political leaders and military planners, three scenarios define their postmodern setting: 1) the world's leading military and economic powers, with the exception of China, are market-based economies and political democracies; 2) the revolution in military affairs, based on advances in information, electronics, and communications, is driving both civil and military technology innovation; and 3) the Cold War's fundamental war-fighting premises, such as deterrence based on nuclear weapons and on conventional armed forces organized and trained for massive wars of attrition, have changed radically. These points' implications for future Russian strategy are profound, Stephen J. Cimbala and Peter Rainow argue. Russia faces an increased presence of its former adversary, the United States, in adjacent territories; an increasingly assertive NATO, which includes many of Moscow's former allies; and continued fighting in Chechnya. Ominously, China aspires to overtake Russia as the world's second-ranked military power and establish its hegemony over the Pacific basin. In short, Russia confronts a radically new political and military world order that demands adapting to postmodern thinking about deterrence and defense. The danger is that Russia, realizing that it lags behind in leveraging modern technology for military purposes and that it must scrap its dependence on conscription, now relies on nuclear weapons as its first line of deterrence against either nuclear or conventional attack.

In 2019, according to the last will of this historian, scholar and sovietologist, who died on 18 May 2018, the Institute received his book collection of over three and a half thousand items, mainly concerning Russia and the Soviet Union. These are works of high scientific rank that the scholar collected for over half a century. Acquiring the book collection was the first step towards establishing the Professor Richard Pipes Laboratory. This was possible thanks to funding obtained by the Institute at the end of 2019 from the Ministry of Science and Higher Education as part of the Dialogue programme.

The end of the ideological struggle freed the forces shaping the postmodern world. The end of the security trade-off, American nuclear protection against critical but loyal European support, meant that a new partnership based on equality, mutual respect, and legitimate self-interest was needed and that stability and peace on the Eurasian landmass was the overriding goal. Neither the United States nor Europe, the two constituent communities of the Western world, grasped the opportunity to bring about the needed change. Both remained prisoners of their past instead of innovators of the common future. American exceptionalism and Russophobia was the maze that entrapped the first; introvert preoccupation and divisiveness of purpose lamed the other. The book traces the formative forces of the geopolitical environment during the Cold War and the decades beyond and places these in the context of the emerging postmodern world order: where regional and global project-driven functional cooperation is gradually replacing the Westphalian state, where the provision of physical security and the material well-being for the individual replaces ideology as the driving force for political action, and where the rule of law prevails over the rule of power. The penultimate section enumerates some of the most significant issues facing the trans-Atlantic partnership and formulates policy suggestions on how to deal with them. Acknowledging the significant differences within the partnership, the two main themes are: first, that these differences are more tactical than fundamental and can and must be overcome; and second, that the partnership is essential for the preservation of the values and beliefs of Western civilization.
