Book excerpt: Unlike European countries where the consolidation of town planning was based on legislative reforms, Latin America’s urbanismo mainly stemmed from urban plans for national capitals and metropolises. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis. It seeks a middle ground between two opposing perspectives on the political meaning of urban informality. The first, the ‘emancipatory perspective’, frames urban informality as a practice that fosters autonomy, entrepreneurship and social mobility. The other perspective, more critical, sees informality predominantly as a result of political exclusion, inequality, and poverty. Do we see urban informality as a fertile breeding ground for bottom-up democracy and more political participation? Or is urban informality indeed merely the result of a democratic deficit caused by governing autocratic elites and ineffective bureaucracies? This book displays a wide variety of political practices and narratives around these positions based on narratives conceived upon specific case cities. It investigates how processes of urbanization are politicized in countries in the Global South and in transition economies. The handbook explores 24 cities in the Global South, as well as examples from Eastern Europe and East Asia, with contributions written by a global group of scholars familiar with the cases (often local scholars working in the cities analyzed) who offer unique insight on how informal urbanization can be interpreted in different contexts. These contributions engage the extreme urban environments under scrutiny which are likely to be the new laboratories of 21st-century democracy. This suppose that the city does not have an ascending linear sequential evolution in its development but neither in each of its parts in the improvement process, showing the face that commonly not seen but others live. The category used for this purpose is that of Urbicidio or the death of the city, which contributes theoretically and methodologically to the knowledge of the city, as well as to the design of urban policies that neutralize it. In addition, it is worth mentioning that the book has an inclusive view of the authors. For this reason, gender parity, territorial representation and the presence of age groups have been sought.

It offers a unique global overview of segregation trends based on case studies by local author teams. The book shows important global trends in segregation, and proposes a Global Segregation Thesis. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.
