Book excerpt: La pobreza infantil tiene una “escasa visibilidad” en la sociedad y, en particular, en las políticas públicas. Sin embargo, los últimos datos sobre la vulnerabilidad en la que se encuentra la infancia en España, son de por sí alarmantes. Posiblemente la crisis que estamos sufriendo actualmente suponga que en un futuro próximo esta situación empeore, a no ser que se empleen recursos y se diseñen y planifiquen políticas sociales específicamente dirigidas a paliar la situación de la infancia más vulnerable. 2010 fue, sin duda, un año crucial en el ámbito europeo para la lucha contra la pobreza y la exclusión social de la infancia. Este impulso se debió a la entrada en vigor del nuevo Tratado de Lisboa, que incluye la protección de los derechos de la infancia como uno de los fines claves de la Unión Europea y elaboración de una estrategia sobre los derechos de la infancia. En este contexto debemos situar la Jornada sobre Pobreza y Exclusión Social de la Infancia. “Construcción de la equidad...desarrollo de la infancia”, enmarcada en el ciclo de encuentros que la Plataforma de Infancia y la Cátedra Santander de Derecho y Menores de la Universidad Pontificia Comillas vienen promoviendo. El contenido de lo tratado en la Jornada se recoge en este libro que analiza de forma global la situación de la pobreza y la exclusión social en España, las principales políticas de lucha contra la pobreza y la exclusión infantil que se desarrollan y se insertan en la Unión Europea, aportando a las entidades públicas y privadas, ONGs y demás actores de la sociedad civil el necesario marco de trabajo que ofrece la Convención sobre los Derechos del Niño.

Book excerpt: This publication brings together the papers presented in the workshop, "Social Exclusion and Poverty Reduction workshop in the Latin America and the Caribbean Region", and the discussion process that took place afterwards. This publication is the result of a long process of collaboration and dialogue between the authors and the World Bank team. This book contributes to the definition of a conceptual and methodological framework for understanding social exclusion and the processes that cause poverty as well as to the discussion of policy instruments to tackle exclusion. The seven chapters that follow the introduction explore from different disciplines (economy, anthropology, sociology, political science, juridical science), the notion of social exclusion in Latin America and the Caribbean. All the studies stem from a common question regarding the validity of the social exclusion approach for understanding the poverty, inequality, and marginalization prevailing in the region. Starting from this basic question, each chapter contributes to the development of a common conceptual and methodological framework and discusses, either in terms of societal models or specific case studies the analytical and policy implications of applying a social exclusion perspective. Although all authors conclude by emphasizing the relevance and necessity of adopting the social exclusion approach as an analytical-policy-making tool, they also highlight the need for further developing the conceptual and methodological framework in order to be able to map with greater precision the relationships between the different dimensions of social exclusion, their interactions, and the specific weight that each one of them has in the generation of exclusionary processes. The authors emphasize that only in this way will it be possible to fully utilize the social exclusion framework as a valuable operational policy-oriented tool

Book excerpt: Since the economic decline in the early 1980s, most countries in Central America and the Caribbean have returned to positive growth rates. The recovery often coincided with or followed extensive neoliberal reforms. The contributors to this book address the crucial question of whether these growth rates are sustainable. Several aspects of sustainability are assessed, in particular macroeconomic, social, and ecological aspects. The book includes both comparative analyses focusing on one of these aspects of sustainability, and country case studies. The conclusion is that these countries have not yet arrived at a sustainable growth path due to, for example, high levels of foreign and domestic debt, worrisome trade gaps, a lack of social integration and irresponsible exploitation of natural resources. In sum, the analysis points to serious weaknesses in the current neoliberal model, the implications of which go far beyond this particular region.
