Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness.

Book excerpt: Police Community Support Officers: Cultures and Identities within Pluralised Policing presents the first in-depth ethnographic study of Police Community Support Officers (PCSOs) since the creation of the role in 2002. Situated within the tradition of police ethnographies, this text examines the working worlds of uniformed patrol support staff in two English police forces. Based on over 350 hours of direct observation and 33 interviews with PCSOs and police constables in both urban and rural contexts, Police Community Support Officers offers a detailed analysis of the operational and cultural realities of pluralised policing from within. Using a dramaturgic framework, the author finds that PCSOs have been undermined by their own organisations from the beginning, which has left a lasting legacy in terms of their relationships and interactions with police officer colleagues. The implications of this for police cultures, community policing approaches and the success of pluralisation are examined. The author argues that while PCSOs can have similar occupational experiences to constables, their particular circumstances have led to a unique occupational culture, one which has implications for existing police culture theories. The book considers these findings in light of budget reductions and police reforms occurring across the sector, processes in which PCSOs are particularly vulnerable.

Who Patrols the Streets? is based on an international comparative study on the pluralization of policing in a number of countries: Canada, England/Wales, the Netherlands, Austria, and Belgium. New uniformed officers are to be found in all these countries, with names - such as surveillance officer, community guard, warden, support officer, and municipal patroller - that differ as much as their uniforms, equipment, legal powers, social status, or relations with the public police. For each of these countries, an analysis is presented of these new forms of policing in the (semi) public space. What circumstances contributed to it? What are the positive and negative consequences of this plural policing? The book presents an analysis of the main similarities and differences in plural policing between these jurisdictions. A typology is presented of the different forms of non-police providers of policing in the public space. Several models are presented that are relevant for the debate on the future policy and organization of non-police policing.

Book excerpt: This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.
