Epstein gives a detailed account of the pilot plan and the rise of satellite towns between 1957 and 1967. The planners dreamed of a city that would transcend the frustrations of urban life in the underdeveloped world, but they failed to provide a sector where the actual builders of the dream city would live. Shacktowns soon developed, and have expanded to accommodate migrants--often displaced, landless cultivators--who continue to be attracted to the city. The conclusion Epstein comes to is that urban squatting will remain a prominent feature of Brasilia, a part of a system deeply rooted in local, national, and global structure and ideology. Until there are revolutionary changes in society, squatting and shantytowns will be a fact of life in the underdeveloped world.

Book excerpt: National development planning is seen as an important tool of economic development, and in Brazil, the 1988 Constitution, includes the "Plano Plurianual de Acao - PPA" (i.e., multi-year development planning), together with the Law of Budget Directives, and the annual budget laws, as part of a set of legal instruments for fiscal, and public expenditure management. Its main role is to provide the government with strategic guidelines for the allocation of public resources, to improve efficiency, and ultimately achieve a higher level of development. To summarize, Brazil's PPA is a unique attempt to use techniques of planning, transform the Brazilian Federal bureaucracy into a modern, results-oriented entity, and effectively provide public goods and services as demanded by its citizens. Its goals of revamping the state's capacity to instill a culture of entrepreneurial management in the public sector, are ambitious; yet, its approach to implementation is advisedly cautious. Its conceptual design is built explicitly on experiences form the previous PPA, and, the development of the new plan followed a careful preparation process that lasted more than two years. The "model" is multi-faceted, and highly complex, appropriate for an evolving process, in which the Government is constantly introducing adjustments to the model's design, as encountered from practical implementation challenges.

It begins with the 2013 demonstrations that ostensibly began over public transportation fare increases but quickly grew to address larger questions of inequality. This inequality is physically manifested across Brazil, most visibly in its sprawling urban favelas. The authors propose an understanding of the social and spatial dynamics at play that is based on property, labor, and security. They stitch together the history of plans for urban space with the popular protests that Brazilians organized to fight for property and land. They embed the history of civil society within the history of urban planning and its institutionalization to show how urban and regional planning played a key role in the management of the social conflicts surrounding land ownership. If urban and regional planning at times benefited the expansion of civil rights, it also often worked on behalf of class exploitation, deepening spatial inequalities and conflicts embedded in different city spaces.
