Download or read book A Culture of Corruption written by David Dixon and published by Hawkins Press. This book was released on 1999 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Professor John Braithwaite says of this book "distinctive insights on police corruption seen through the revealing prism of the experience of NSW .... a terrific book ... An outstanding line-up of authors have performed to their usual standard here ... a wonderful asset to the series ... the collection sustains a consistently high standard" History, regulation and culture are key aspects of policing. This book presents essays on them which are based on research papers prepared for the Royal Commission into the New South Wales Police Service by three of Australia's leading police researchers: Janet Chan, David Dixon and Mark Finnane. It concludes with a major reassessment by David Dixon of the Royal Commission and of the reform process in the period since its final Report. In providing critical analyses of history, regulation, culture, and reform, this book contributes significantly to Australian and international policing literature. The book follows a significant example of the Royal Commission on criminal procedure and on criminal justice in England and Wales, whose research papers have been highly valued as contributions to both the reform process and to the academic literature. It is intended as a resource for policy makers and professionals by providing a convenient and critical introduction to the policing literature in Australia and overseas and will be of interest to Australian and international academics, researchers, and students in policing and criminal justice, and public administration more generally. In addition, the final chapter's review of the Royal Commission's Report and of the subsequent reform process is a major contribution to the continuing debate about the future of the New South Wales Police Service.

Download or read book Regulating Racism written by Luke McNamara and published by Institute of Criminology, Sydney. This book was released on 2002 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1989 New South Wales became the first Australian state to pass legislation outlawing racial vilification. By 2001 the Commonwealth and the majority of Australian states and territories had followed suit, suggesting a broadly held view that racism was a sufficiently serious problem in Australian society to warrant the imposition of legislative restrictions and sanctions on conduct which generated ill-feeling against particular racial or ethnic groups. And yet, throughout this period the legal regulation of racial vilification has been controversial, with each new legislative reform initiative prompting heated debate. Regulating Racism provides a comprehensive examination of the history and current operation of federal, state and territorial racial vilification laws in Australia. Based on detailed analysis of relevant reports, legislation, parliamentary debates, statistical data, and judicial and quasi-judicial decisions, it reviews the range of approaches to the legal regulation of racial vilification which have been adopted in this country, including the creation of: criminal offences; statutory torts; and grounds of human rights complaint. The book addresses a number of key questions about the origins and operation of racial vilification laws. Why were different legislative models chosen? What are the implications of those choices for victims of racial vilification? What impact have free speech 'rights' and values had on the approach which Australian law-makers have adopted towards the regulation of racial vilification? How have racial vilification laws been applied and interpreted by human rights agencies, prosecuting authorities, tribunals and courts? Regulating Racism evaluates the strengths and weaknesses of the various approaches to the legal regulation of racial vilification which have been utilised to date in Australia. It makes an important contribution to our understanding of the role and limits of racial vilification laws in a democratic multicultural society.

Book excerpt: Doing Less Time provides an in-depth account of the development and implementation of the release on licence scheme and of the theories of prison reform, decarceration and social control which lay behind its introduction into New South Wales prisons. Interviews with those involved with its day-to-day operation record the story of the scheme itself - one marked by high expectations and deep disappointments. Dr Chan also examines the reasons for its failure and the implications for penal reform in the years that followed. Richard V Ericson, Centre of Criminology, University of Toronto said: 'This book should not be read as local knowledge about a peculiar policy in a particular place at a distant time. It is a study that contributes enormously to scholarly research on the State, social policy processes and penal reform. Dr Chan is to be congratulated for this important work ...
