By exploring the environmental pre-history of communist Hungary before analyzing the economic development of the Kádár regime, Pál investigates how economic and environmental policies and technology transfer were negotiated between the official communist ideology and the global economic reality of capitalist markets. Pál argues that the modernization project of the Kádár regime (1956–1990) facilitated ecological consciousness – at both an individual and societal level – which provoked great social unrest when positive environmental impact was not achieved. Today, global issues of climate change, urban pollution, resource depletion, and overpopulation transcend political systems, but economic and environmental discourses varied greatly in the twentieth century. This volume is important reading for all those interested in economic and environmental history, as well as political science.

As a result, they have been chronically afflicted by problems such as excess demand, repressed inflation, deficits of commodities, queues, waiting lists, and forced savings. Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Inevitably, the new research has also generated controversies both between and within the schools of shortage and disequilibrium modelling, concerning the fundamental nature of the socialist economy, theoretical concepts and definitions, the specification of models, estimation techniques, interpretation of empirical findings, and policy recommend ations. Furthermore, the research effort has been energetic but incomplete, so many gaps exist in the field.

In a new approach the author characterizes the system as the ?organized over-world?, the ?state employing mafia methods? and the ?adopted political family', applying these categories not as metaphors but elements of a coherent conceptual framework. The actions of the post-communist mafia state model are closely aligned with the interests of power and wealth concentrated in the hands of a small group of insiders. While the traditional mafia channeled wealth and economic players into its spheres of influence by means of direct coercion, the mafia state does the same by means of parliamentary legislation, legal prosecution, tax authority, police forces and secret service. Widely considered a ‘poster boy’ of neoliberal transformation in post-communist Eastern Europe until the mid-2000s, Hungary has in recent years developed into a model ‘illiberal’ regime. Constitutional checks-and-balances are non-functioning; the independent media, trade unions, and civil society groups are constantly attacked by the authorities; there is widespread intolerance against minorities and refugees; and the governing FIDESZ party, led by Prime Minister Viktor Orbán, controls all public institutions and increasingly large parts of the country’s economy. To make sense of the politico-economical roller coaster that Hungary has experienced in the last four decades, Fabry employs a Marxian political economy approach, emphasising competitive accumulation, class struggle (both between capital and labour, as well as different ‘fractions of capital’), and uneven and combined development. The author analyses the neoliberal transformation of the Hungarian political economy and argues that the drift to authoritarianism under the Orbán regime cannot be explained as a case of Hungarian exceptionalism, but rather represents an outcome of the inherent contradictions of the variety of neoliberalism that emerged in Hungary after 1989.
