Ya en la reforma constitucional de 1968 aparece la posibilidad de constituir áreas metropolitanas, reglamentándose en 1979 (Decreto 3104), a partir de este se conformaron las cinco áreas metropolitanas existentes. Posteriormente la Constitución de 1991 (Artículo 319) reconoció la vigencia de la preocupación por la configuración metropolitana y la necesidad urgente por actualizar sus posibilidades de planificación y gestión, lo que impulsa a la aprobación de la Ley 128 de 1994 y recientemente la promulgación del nuevo régimen de áreas metropolitanas (Ley 1625 de 2013) que está vigente. Este libro es el resultado de la investigación que analizó el desarrollo de la planificación y la gestión en las Áreas Metropolitanas del Valle de Aburrá (AMVA) y Centro Occidente (AMCO) en relación con los municipios que están circunscritos a las mismas, reconociendo las ventajas, las posibilidades y/o las dificultades que han significado para los municipios involucrados el hacer parte de un Área Metropolitana. Se recoge la experiencia de planificación y gestión supramunicipal relacionando los planes de escala metropolitana de cada caso de estudio cono los planes de desarrollo y de ordenamiento territorial de los municipios involucrados.
