Book excerpt: Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited. Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programs to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently. This introductory chapter summarizes briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in 2011 in Algeria, Egypt, Morocco, Syria, and Yemen. The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock. The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programs to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute substantially to these flows, so that worsening climatic conditions are likely to exacerbate future migration flows.

Formally they are not entitled to admission or stay in a third state country, a situation that has been identified as an international "legal protection gap". The book seeks to provide answers to two basic questions: whether and to what extent existing international law protects cross-border environmental displacement, and whether and how existing formalized regional complementary protection standards can interpretively solidify and conceptualize protection for cross-border environmental displacement. The discussion outlines that the protection of the human person is not only an ex post facto obligation of states, but must be increasingly seen as an ex ante one. The analysis further suggests that the European Union regionally orientated protection regime can help states to consolidate an evolving protection paradigm of proactive and reactive measures being erected at the international level. It can also narrow the identified legal protection gaps. In so doing, it helps states to reconceptualise protection as a holistic and dynamic enterprise. The principal objective of the book is to explore how agricultural production through the actions primarily of farmers, including peasant farmers, adapt to these changing circumstances, what the limitations of adaptation are, how the process of adaptation varies between different territories (e.g. developed countries versus developing countries), and what are or can be the most effective roles for actors other than the farmers, including different levels of government and non-governmental organizations (NGOs) such as professional associations of farmers and community organizations. The principal argument is threefold: 1) while there are significant differences between territories and countries in terms of the capacity of farmers (and the other actors) to engage in capacity building to be able to adapt effectively to climate change and variability, 2) the critical roles are those played out by the farmers themselves, but that 3) other actors can play an important role in accompanying farmers in their adaptation process, providing relevant and strategic information, counseling them and facilitating networking and meetings when appropriate. This effectively means that without engaging in the local adaptation processes governments can really only play effective roles by working with other actors at the local and regional levels. When it occurs, it can be very effective, but when it does not, farmers are left to their own devices (and even then, many are able to use their own creativity and local knowledge to survive and continue to develop). Essentially therefore, the secondary argument that is followed throughout the book is that adaptation is essentially a social process that requires an understanding of social processes and dynamics in each farming community and territory. It involves an understanding, for instance, of information diffusion processes in the different farming communities and territories, which provides a set of tools to promote and facilitate the adoption process in the context of adaptation to climate change and variability.
