Book excerpt: Discussions between analysts from the Institute for National Strategic Studies of the National Defense University and China's Institute of Strategic Studies of the National Defense University of the Chinese People's Liberation Army convened in Beijing during March, 1997. During discussions PLA analysts: described a relatively peaceful region; criticized the U.S./Japan Security Treaty; showed no flexibility on Taiwan or the South China Sea; argued against alliances as outmoded and upheld Beijing's ties with Moscow as a model for a different form of regional security architecture; evidenced a desire for a more multilateral approach to regional security issues; and, indicated an interest in coordinating policies on North Korea and possibly on South Asia.

Book excerpt: On November 1998, Science Applications International Corporation's (SAIC) Center for Global Security and Cooperation, in conjunction with the U.S. Army War College's Strategic Studies Institute and the Naval Postgraduate School (NPS), cosponsored its first Asia security conference at the NPS in Monterey, California. Entitled the Annual Conference on Pacific Security Today, the conference sought to focus on Asia-Pacific security issues by opening a dialogue among government policymakers, scholars, and military leaders. The cosponsors of the Annual Conference on Pacific Security Today placed a high emphasis on dialogue and an open exchange of ideas at this initial meeting, with the objective of increasing understanding of the challenges facing participants in the upcoming Asian Century. The Asia-Pacific region is endowed with a wide variety of unique cultures, diverse languages, multifaceted religions, and complex political systems. Each of these elements has an impact on foreign and security relations in the region, thereby underscoring the need to use open dialogue as a tool for assessing and addresing the intricacies of Asia-Pacific security issues. The cosponsors believe that the conference achieved its intended objectives. Most importantly, it opened channels of communication for the exchange of ideas and viewpoints that can help those involved in the Asia-Pacific security arena more fully understand the complex issues before them. Furthermore, this conference set the foundation for future meetings, which will tackle such topical issues as the aftermath of the Asian economic crisis and U.S.-Chinese coop.

Book excerpt: Conventional wisdom portrays the Peoples Republic of China (PRC) Peoples Liberation Army (PLA) as a backward continental force that will not pose a military challenge to its neighbors or to the United States well into the 21st century. PLA writings that demonstrate interest in exploiting the revolution in military affairs (RMA) are dismissed by a large segment of the PLA-watching community as wistful fantasies.Major Mark A. Stokes, assistant air attaché in Beijing from 1992-1995, offers an alternative perspective. In this study, funded by the United States Air Force Institute for National Security Studies, he outlines emerging PLA operational concepts and a range of research and development projects that appear to have been heavily influenced by U.S. and Russian writings on the RMA. Fulfillment of the PLAs vision for the 21st century could have significant repercussions for U.S. interests in the Asia-Pacific region.Major Stokes ventures into facets of PLA modernization that are often ignored. Backed by extensive documentation, he argues that the revolutionary modernization of the PRCs telecommunications infrastructure, a robust space-, air-, and ground-based sensor network, and prioritization of electronic attack systems could enable the PLA to gain information dominance in future armed conflicts around its periphery. Information dominance would be further boosted by Chinas traditional emphasis on information denial and deception.In discussing the most likely scenario for PLA military action, Major Stokes postulates that information dominancesupported by a new generation of increasingly accurate and lethal theater missilescould give the PLA a decisive edge in a future conflict in the Taiwan Strait. Highly accurate conventional theater missiles would play an especially critical role in rapid establishment of air superiority by suppressing airbases and neutralizing air defenses. Furthermore, the author argues that the PLA is striving to develop the capacity to complicate U.S. intervention in a Taiwan crisis.In his appendices, the author provides an initial glimpse into PLA military space and directed energy weapons development. With extensive foreign technical assistance, China is investing in largely dual-use space-based systems that could provide the PLA with a valued-added boost to its overall military capabilities. In addition, Chinas development of new concept directed energy weaponsincluding high powered microwave and high powered lasersmay become a reality in the not-too-distant future.Stokes argues that, while the PLA faces obstacles in fulfilling its modernization objectives, underestimating Chinas ability to make revolutionary breakthroughs in key areas could have significant ramifications for U.S. national security interests.LARRY M. The author disagrees with proponents of a China threat, criticizes U.S. Cold War notions of security through forward-based power, and argues for new efforts at regional dialogue based on multilateral cooperation, sensitivity to Asian nationalism, and a role for Japan as a 'global civilian power.'
