Book excerpt: Planted ponderosa pine (Pinus ponderosa Dougl. ex Laws. var. ponderosa) seedlings in young plantations in California are at a disadvantage compared with competing shrubs, forbs, and grasses. In many instances, roots of competing plants begin expanding and exploiting the soil earlier and in greater numbers, thereby capturing the majority of available resources and lowering pine survival and growth. Competition thresholds or "how much is too much?" are: for treatments where a cleared radius is prescribed, no weeds are acceptable within the space needed for maximum growth of pine seedlings during the establishment period; for treatments involving the entire area, crown cover values of 10 to 30 percent seem to be the level beyond which shrub competition significantly affects pine growth. Methods for preparing the site, which include mechanical and chemical methods, use of fire, and combinations of treatments, show the interaction of site and ensuing vegetation. Techniques for controlling competing vegetation from seed include preventing such plants from getting started by use of preemergent herbicides or mats (collars). To prevent sprouting, hardwood trees and large shrubs can be pushed over, thereby getting the root crown out of the ground, or if still in the soil, grinding it out with a machine. Once present, the effect of weeds from seed can be minimized by grubbing or spraying when young, by grazing plants with cattle or sheep, or by introducing plants of low competitive ability. Once sprouting weeds are present, their effect can be minimized by spraying with chemicals, or if palatable, by grazing with cattle or sheep. Costs range from as low as $10 per acre ($25/ha) for aerially applying herbicides to $711 per acre ($1757/ha) for grinding out tanoak stumps.

Book excerpt: On large plots cleared in 1961 at three California mountain locations, different herbicide treatments were applied once, twice, or three times in consecutive years, beginning in 1962. Results were evaluated in 1965. A single spray was unsatisfactory; only the initial seedlings and weaker sprouting plants were killed, and many new seedlings became established in 1963 and 1964. Two consecutive sprays greatly reduced brush competition, but many of the vigorous sprouts survived along with numerous new seedlings. Three sprays killed almost all of the most resistant plants; only very thin brush stands of low vigor survived. Broadcast sprays were more effective than hand applications in killing dense stands of seedlings. Either 2,4-D or 2,4,5-T, or a mixture of the two, was effective in repeated applications at 3 to 4 pounds, a.e., per acre. Dosages of 2 pounds generally were ineffective; 8 pounds was excessive. Test results were successfully applied in helicopter sprays in subsequent years.

The Palani Hills, (10 ̊5’ - 10 ̊25’ N and 77 ̊15’ - 77 ̊50,E) are an eastward spur of the Western Ghats of India with a maximum (east to west) length of 65 km, a maximum width of 40 km (mean width 24 km) and a total area of 2068 km2 (cf. Matthew,1999). The function of the Palni Hills as a critical water shade respectively as a catchment area and origin area of numerous streams is – ecological and economical - important for the whole population of Tamil Nadu, especially for the inhabitants of the planes. For several years now efforts have been made to “reserve forest land” (these forests are already among the protected areas of Tamil Nadu) to “Wildlife Sanctuary and National Park” as their upgrade will increase their IUCN status from level VI - Protected Area with Sustainable Use of Natural Resources to IV - Habitat/Species Management Area or II - National Park and improve the habitat and wildlife conservation of this area. IAN LOCKWOOD published 2003 in the Indian magazine “FRONTLINE“: “In the early 1990s, the Tamil Nadu Forest Department submitted a proposal to the State government to protect much of the Palni Hills by declaring the area a wildlife sanctuary or a national park. The proposal was the result of a remarkable collaborative effort by the State Forest Department, the Palni Hills Conservation Council (PHCC) and several concerned individuals. Ten years later, the area still awaits the notification in this regard. In the meantime, mounting pressure on the habitat from encroachment and increased tourist inflow has taken its toll on the hills.” Until today (2011) these efforts failed.
