Simulation studies of flight crew performance should be utilized to determine the degree of fatigue induced by demanding schedules and to delineate more precisely the factors responsible for performance decrements in flight and to test solutions proposed to resolve problems induced by fatigue and desynchronosis. It was concluded that there is a safety problem of uncertain magnitude due to transmeridian flying and a potential problem due to fatigue associated with various factors found in air transport operations."--NTRS site.

A more recent consideration is whether and how pilot commuting, conducted in a pilot's off-duty time, may affect fatigue. The National Academy of Sciences was asked to review available information related to the prevalence and characteristics of pilot commuting; sleep, fatigue, and circadian rhythms; airline and regulatory oversight policies; and pilot and airline practices. This interim report summarizes the committee's review to date of the available information. The final report will present a final review, along with the committee's conclusions and recommendations based on the information available during its deliberations.

Book excerpt: Taking Precautions Against Fatigue in Aviation Pilot fatigue is a significant problem in modern aviation operations, largely because of the unpredictable work hours, long duty periods, circadian disruptions, and insufficient sleep that are commonplace in both civilian and military flight operations. The full impact of fatigue is often underappreciated, but many of its deleterious effects have long been known. Compared to people who are well-rested, people who are sleep deprived think and move more slowly, make more mistakes and have memory difficulties. These negative effects may and do lead to aviation errors and accidents. In the 1930s, flight time limitations suggested lay-over durations, and aircrew sleep recommendations were developed in an attempt to mitigate aircrew fatigue. Unfortunately, there have been few changes to aircrew scheduling provisions and flight time limitations since the time they were first introduced, despite evidence that updates are needed. Although the scientific understanding of fatigue, sleep, shift work, and circadian physiology has advanced significantly over the past several decades, current regulations and industry practices have in large part failed to adequately incorporate the new knowledge.

The rapid translocation effected primary phase shifts as follows: for rectal temperature and heart rate, 4 days; for palmar evaporative water loss, 8 days. The return flight effected a 1-day phase shift. Behavoral integrity was degraded, although to a lesser extent after return. Resource cutbacks combined with increased operational tempos, sustained operations, and night fighting could exacerbate the problem. Extended wakefulness and circadian factors can be especially problematic in military aviation where mission demands sometimes necessitate flights as long as 17-44 hours. To effectively counter fatigue in such operations, the effects of this threat must be objectively measured and understood. This study assessed F-117A pilots during a 37-hour period of continuous wakefulness. Although none of the pilots crashed, substantial decrements were found in flight-skills, reaction times, mood, and brain activation as early as after the 26% hour of continuous wakefulness. The greatest flight degradations occurred after 27-33 hours awake, even though many pilots believed their worst performance was earlier. The decrements found in this relatively-benign test environment may be more serious under operational conditions unless personnel anticipate the most dangerous times and administer valid fatigue countermeasures.
