Book excerpt: This book explores the opportunities offered by Strategic Environmental Assessment in the context of guaranteeing the synchronized integration of landscape (in all its aspects) within urban plans, thereby helping to overcome the constraints of rigidly framed, sector-focused laws and a purely aesthetic concept of landscape. In pursuit of this goal, various scholars have previously attempted to construct arrays of indicators relating to the different conceptions of “landscape”. This book critically examines the most complete proposals of this nature, systematizing and comparing them and, finally, offering some guidelines with respect to their codification within specific application protocols. After opening chapters exploring the origins of the problem and analysing the European normative frame for Strategic Environmental Assessment, two case studies are described and discussed. A model is then presented for the evaluation of the effects of urban plans on landscape, including in cultural and perceptual terms. The author demonstrates that, when suitably employed, Strategic Environmental Assessment can indeed facilitate the integration of environmental, economic, and social sustainability into urban planning.

Book excerpt: This book is the result of a three day workshop on "Evaluation in theory and practice in spatial planning" held in Ramsey Hall, University College London, in September 1996. Some 30 people from 8 different countries attended and 20 papers were presented. The majority of them now form the basis for this book. This occasion was the third on the topic, the two preceding having taken place in Umea in June 1992 and in Bari in 1994. Following these three meetings, we can now say that this small, industrious, international family really enjoy meeting up from time to time at each others places, in the presence of older members and new children, each one presenting his/her own recent experiences. It particularly enjoys exchanging views and arguing about the current state and the future of evaluation in spatial planning (all families have their vices ... ). It is also pleasing to see these experiences and discussions resulting in a book for those who could not attend and for the broader clan in the field. Not long time ago, but ages in the accelerated academic time scale, evaluation in planning established its own role and distinct features as an instrument for helping the decision-making process. Now this role and these features are exposed to major challenges. First, the evolution of planning theory has lead to the conception of new planning paradigms, based on theories of complexity and communicative rationality.

With the growing recognition that many of the things that benefit or harm people are outside the market system, have come increasing efforts to develop nonmarket valuation techniques. One such technique is the contingent valuation method (CVM). CVM seeks to value environmental and other nonmarket goods and services by asking individuals about their values using survey methods. These procedures are different from the `revealed-preference' methods that economists have historically employed to estimate economic values. Why depart from well-established revealed-preference procedures and apply a `stated-preference' method like CVM? For nonmarket goods and services, revealed-preference methods have two shortcomings that those applying CVM hope to avoid. First, revealed-preference methods involve econometric problems that have yet to be fully overcome. The second shortcoming of revealed-preference methods is that such methods, when applied to environmental amenities, are likely to be only partial measures of value. Given the tremendous interest that exists in economic values and the limitations of revealed-preference methods, it is not surprising that interest in CVM has grown rapidly. Environmental Resource Valuation reviews the application of CVM and compares American experiences in nonmarket evaluation with those in other countries.

The need for indicators to evaluate and monitor the effects of landscape policies and plans is urgent. What is more, landscape is one of the components considered in environmental reporting, but unlike air, soil, or water, it is difficult to measure using quantitative methods. This new perspective inevitably leads to significant changes in how to assess and manage the environment. This book represents the culmination of an endeavor begun by the author, with the support of Richard Forman and Zev Naveh, more than a dozen years ago. It builds on the author’s previous successful publication, Landscape Ecology, A Widening Foundation, by addressing a range of additional topics and discussing the new theoretical and methodological concepts that have emerged during the past decade of research. Particular attention is paid to the fact that interventions in the landscape can be made with the best intentions yet cause serious damage! Against this background, the author explains the need to study "landscape units" by applying methods comparable to those used in clinical diagnosis – hence ecologists can be viewed as the “physicians” of ecological systems.
